About the Department

PURPOSE: The Deputy Chief of Operations manages and coordinates emergency operations, daily staffing, facility and equipment maintenance activities of the Fire Department.  The position supervises a 24-hour shift leading up to 20 employees, resolving citizen concerns, commanding emergency response functions, and coordinating all shift operations and training. The position may require working extended hours and being on-call to support the on-duty chief officer to meet operational needs.

Position Duties

ESSENTIAL FUNCTIONS:

  • Promotes and maintains positive departmental public relations with other City staff and the community in general.  Responds to or refers complaints. 
  • Directs the selection, training, supervision, evaluation, and discipline of the fire department and emergency medical service shift personnel within their span of control.  
  • Follows and fully understands the labor agreement, State, City and Department policies and enforces and resolves problems as necessary in a professional and unbiased manner.  Upholds and ensures the expectations of the Fire Department, City and community are met.  
  • Prepares department work schedules and coordinates with other supervisors to maintain management schedule coverage.  
  • Responsible for maintaining the efficient flow of personnel processes.  
  • Promotes the Fire Department and Emergency Medical Service mission, vision, and values through professional development activities with subordinates, including delegating, mentoring, coaching, counseling, communicating, problem-solving, planning, and coordinating. Responds to all significant alarms as the officer in charge, implements the Incident Management System, to supervise, coordinate, evaluate, and assure the safety of emergency personnel, victims, spectators, and media.  
  • Promotes overall goals and objectives of the Fire Department and Emergency Medical Service to staff.  
  • Evaluates effectiveness of department systems and procedures.  
  • Directs, manages, and plans all policies, practices, and procedures pertaining to fire department and emergency medical service shift operations.  
  • When necessary, coordinates public education and fire prevention activities and inspections.  
  • Conducts and supervises fire investigations to determine cause and origin. 
  • Ensures accuracy and completeness of all reports to include fire, emergency medical service, accident, etc. 
  • Assists with preparation and administration of the department annual budget.   
  • Operates as a management team member, a problem-solver, a communicator and a representative of the fire department to analyze problems and to provide corrective action. 
  • Provides recommendations to improve overall operations. 
  • Instructs department members in Standard Operation Guidelines, rules, regulations, and special department orders. 
  • Attends and participates in both internal and external professional groups or committees; keeps abreast of new trends and innovations that addresses safety, overall fire department operations, fire suppression and prevention. 
  • Acts as the fire chief designate in the absence of the Chief and Assistant Chief. Evaluates the department’s training needs through discussions with the Chief Officers, interviews of Lieutenants, surveys of Operations personnel, reviews of Accidents, Reports and Industry Standards, and observation of performance on the fire ground and in training.

Minimum Qualifications

THE REQUIREMENTS: 

  1. Associates degree with Bachelor's degree, preferred. Course of study related to public safety.
  2. Licensed Wisconsin State EMT Paramedic (EMT-with aP) and maintains EMT-P license throughout employment.
  3. Certification in Wisconsin Firefighter I and II.  
  4. Certification in Wisconsin as Driver/Operator Pumper & Aerial.
  5. Certification in Wisconsin as a Fire Officer I & II
  6. Completion as Wisconsin Emergency Services Instructor I, or equivalent.
  7. Certification in Wisconsin as Fire Inspector I required with license in Wisconsin required within two years of appointment.
  8. Training or certification in fire investigations and fire incident safety officer, required within two years of appointment.
  9. Completion of National Incident Management System 100, 200,700 and 800. ICS 300 and 400 required within two years of appointment.
  10. A minimum of 10 years’ career experience in fire and emergency medical service delivery with at least 2 years fire/EMS supervisory experience at the rank of Lieutenant or higher. 
  11. Valid State of Wisconsin Driver's License.                                                                                                                                         Equivalent combinations of training and experience will be considered.

Other Qualifications

2025 SALARY: (Pay Range 250)$126,878.28 annually with excellent benefits.  (Currently, this position works a 1/1-1/1-1/4 schedule. Which is paid based on an average 112 hour pay period and is eligible for 192 hours in Holiday pay in lieu of time off on City recognized holidays. Official monthly rate is $10,573.19).
