GENERAL DESCRIPTION:
The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and changing duties as needed.
The Community Resource Liaison, under general direction, plans and coordinates activities to support community resource identification for disaster survivor resource and process management. Works with internal and external stakeholders, including TDEM staff, governmental agencies, community organizations, disaster non-profit organizations, or the public, to perform complex administrative and technical assistance for project development, coordination, and administration tasking. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
This position reports to the Section Chief, Voluntary Agency Liaison.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
Serve as a liaison between TDEM, local officials, volunteer group representatives, federal agency representatives, and other potential disaster responders regarding community recovery programs or other related programs.
Work in collaboration with internal and external stakeholders to identify, plan, and coordinate activities for resources for disaster survivors.
Assist in planning, implementing, organizing, and coordinating community recovery programs that involve local, state, and federal agencies, volunteer groups, and the public.
Assist in developing or refining goals for the Incident Support Task Force (ISTF) division and legislative reporting in compliance with House Bill 6 from the 86th Legislative Session and Code 418 requirements.
Coordinate and deliver emergency management and disaster recovery programs specific to community recovery and training with local governments, emergency response organizations, regional organizations, other state agencies, volunteer groups, disaster non-profit organizations, and private industry.
Provide technical assistance and guidance to local governments regarding the state standards for emergency planning, training, and recovery.
Plan, implement, coordinate, monitor, and evaluate policies and procedures for disaster recovery programs and non-profit engagement.
May participate in or observe local, state, and federal emergency exercises representing TDEM, ISTF, and the state.
Assist with projects defining recovery resources from non-profits, local, state, and federal agencies tracking disaster survivors from response through recovery.
Working across the ISTF sections, supporting the development of operational plans and administrative continuity.
Provide guidance or information of local, state, and federal programs initiatives for disaster jurisdictions and long-term recovery to capitalize on available funding sources.
Develop processes, plans, and strategies in support of improving and developing the ISTF operational objectives.
Collaborate disaster survivor information from iSTAT, IA (Individual Assistance) programs, GLO (General Land Office), VOADs (Voluntary Organizations Active in Disaster), and recovery teams to quantify success and gaps of standard recovery operations.
Gather data and prepare reports for the initial damage information and needs assessment for disasters.
Assist and support other TDEM functions during planned and unplanned incidents and events.
Facilitate workshops and meetings.
Develop strong community relationships. Responsible for establishing and maintaining relationships with voluntary agencies active in disaster and Long-Term Recovery committees statewide.
Assist in the identification of best practices for data collection related to damage assessments and needs assessments and then provide training to the regional ISTF coordinators/liaisons around the state.
Face-to-face and person-to-person interactions are required.
Maintain a regular course of attendance during authorized work schedule and work extended hours when needed.
Ability to travel up to 30%.
Performs related work as assigned.

MINIMUM QUALIFICATIONS:
Education – Bachelor’s degree in applicable field or equivalent combination of education and experience.
Experience – Two (2) years of related experience.
Preferred – Experience with disaster response and recovery efforts is highly preferred.
*Additional work experience of the type described may be substituted in lieu of the education requirement on a year-for-year basis. Note: thirty (30) semester hours is to be considered equivalent to one (1) year of education. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.
KNOWLEDGE, SKILLS, AND ABILITIES:
Working knowledge of, or the ability to rapidly assimilate information related to TDEM, state, and federal, regulations, legislation, guidelines, policies, and procedures.
Knowledge of the principles and practices of emergency management, disaster preparedness, emergency response or disaster recovery, and of program planning, implementation, and monitoring.
Must exercise excellent interpersonal skills - position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with external and internal stakeholders.
Skill in communicating and presenting to diverse small and large groups. Ability to convey technical information in terms that can be understood by people with a variety of educational and working backgrounds.
Must be analytical, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness. Ability to analyze problems, identify causative factors, and apply actions to effectively resolve current, and prevent recurrences of, problem conditions.
Must be organized, flexible, and able to prioritize in a multi-demand environment. Knowledge of methods of prioritizing, planning, organizing, and carrying out multiple technical projects which frequently are underway simultaneously.
Must be able to responsibly handle sensitive and confidential information and situations.
Must be able to work in a safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices. May be required to work in adverse environments or weather conditions.
Ability to work other than normal working hours, including during disasters and emergencies, sometimes for extended periods with limited relief. Must be able to deploy on short notice.
Skill in operating a variety of office and specialized equipment including a laptop computer with a variety of software (e.g., Microsoft Office Suite, e.g., Word, Excel, Access, PowerPoint), plotter, projectors, camera, GPS device, binoculars, palm device, communications devices such as two-way radio, satellite radio/phone, and other specialized audio-visual equipment.
REGISTRATION, CERTIFICATION OR LICENSURE:
Complete and obtain certification in IS-100, IS-200, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as determined.
Valid Texas Driver’s License.
