Position Duties
Essential Job Functions
- Assistant Division Manager – Water Plant Operator
- Operates, inspects, and maintains water filtration plant equipment and systems as required for the ef?cient and effective operation of the City's water treatment plant.
- Performs all work in compliance with all applicable policies, procedures, regulations, and standards of quality and safety.
- Monitors all equipment related to water processing.
- Monitors water quality and ?ow; makes chemical adjustments to raw and ?nished water to produce a water of high quality and aesthetic appearance; makes ?ow adjustments as necessary.
- Backwashes ?lters; calibrates chemical feeds; pours chemicals in hopper; operates and maintains belt press; operates generator for load control; maintains sludge basin levels, and performs other duties as assigned.
- Collects water samples and performs routine physical and chemical tests of water quality at all stages of treatment; records test results. Maintains laboratory equipment; veri?es and calibrates meters; records temperatures of incubator and refrigerator.
- Maintains equipment and tools; assists in performing any necessary repairs of plant equipment.
- Receives and stocks chemicals and supplies.
- Receives and responds to customer inquiries, requests, and complaints.
- Answers the telephone and interacts with a variety of people to include the general public, other co-workers, federal and state regulation personnel, city administration, etc.
- Responds to emergencies as required; subject to emergency call-backs. Fill in for other personnel as needed.
- Maintains an orderly and safe work environment.
- Attends conferences, seminars, and other training sessions to stay abreast and current with policies, methods, and regulations.
- Operates computers, pumps, motors, meters, chemical readers, and other plant equipment; uses mechanics tools, electrician’s tools, lab instruments, and various other hand and power tools.
- Prepares and submits reports and records as required.
- Interacts and communicates with a wide variety of individuals and groups in the performance of duties such as management, co-workers, other City personnel, customers, and the general public.
- Performs bacterial killing and sterilization.
- Performs general maintenance and housekeeping duties as required.
- This position is subject to emergency callback under certain conditions or circumstances.
- Maintain a drug-free workplace that ensures the safest and highest quality product.
- This position is a safety-sensitive position and is subject to ongoing random drug testing.
- Performs other related duties as assigned.
- Possess and maintain a valid SC driver's license.
- Must possess and maintain or be able to have and maintain a minimum Class A Water Treatment Operator’s Certification as required by the SC Department of Health and Environmental Control (Can hire with a Class B, but must attain a Class A within a specified time as determined by the Division Manager and DHEC regulations.
- Assists the Division Manager as needed with personnel and resource management and acts as Division Manager in his absence. This is a working supervisory position.
- Public Works Operational Functions
- Provide an adequate and safe supply of potable water to our customers.
- Interacts and communicates with customers and city personnel/co-workers, including upper management, City Manager, city officials, and the general public.
- Ensure the accurate, safe, and continual operation of pumping stations, testing, recordkeeping, filtration, and delivery systems of the water filtration plant operation system.
- May be subject to call back during emergencies.
- Participate in the development and administration of the division budget, identifying equipment, materials, and supply needs;
- Participate in the development and implementation of departmental goals and objectives; assist in identifying and implementing opportunities for improving customer service, utility service delivery methods, and procedures.
- Performs related work as needed.
- Maintain proficiency by attending conferences and meetings, reviewing reports, reading professional journals, and meeting with others in the area served.
- Maintain work areas in a clean, safe, and orderly manner.
- Possess and maintain a South Carolina driver’s license.
- Ensure water filtration plant operations are within all established routine working, personnel, ethical, and safety guidelines, rules, and regulations of federal, state, and departmental agencies.
Minimum Qualifications, Knowledge, Skills, and Abilities
Minimum Qualifications:
- High school diploma or GED from an accredited school or source recognized by the South Carolina Department of Education supplemented with a minimum of five years of operational experience in a water filtration operational setting or a combination of training and experience, which provides the required knowledge, skills, and abilities to successfully perform to the expected performance of all job related requirements.
- Must possess and maintain a valid SC driver’s license.
- Must possess and maintain or be able to have and maintain a minimum of a Class A Water Plant Operator’s Certification as required by the South Carolina Department of Health and Environmental Control. Minimum of Class B with Class A attainable within a set period determined by the Division Manager and DHEC regulations.
Knowledge of:
The laws, ordinances, standards, and regulations about the speci?c duties and responsibilities of the position.
- The standard tools, materials, and practices of the industry.

- The safety rules and regulations of water treatment facilities comply with those rules and regulations.
- The plant laboratory operations are capable of performing routine raw and treated water sample analyses, detecting any irregularities.

- Pertinent federal, state, and local codes, laws, and regulations relating to the water filtration industry.

- Basic accounting and financial management procedures; some interaction with payroll/finance is required.
- Policies and procedures related to water filtration plant operations.
- Basic office environment risk management and safety policies.

Physical Demands of Position
- While performing the duties of this position, the employee is frequently required to stand for prolonged periods, bend, stoop, climb, and descend stairs and/or ladders, communicate, walk, reach, and manipulate objects, tools, or controls.
- Duties involve moving materials weighing up to 15 pounds and infrequently weighing up to 45 pounds.
- Employee is exposed to computer screens, works closely with others, possesses finger and manual dexterity, and communicates verbally with customers for prolonged periods.
- Must be physically able to operate different types of plant and laboratory equipment.
- Must be physically able to exert up to twenty pounds of force occasionally and/or frequently to lift, carry, push, pull, or otherwise move objects up to fifty pounds. Physical demands are in excess of those for sedentary work.
- Must have moderate levels of eye/hand/foot coordination.
- The worker may be subject to danger or risk to a moderate degree.

Working Conditions
1. Working conditions include office, laboratory, and frequent outside working conditions, and conditions associated with providing the delivery of municipal water filtration potable water system.
2. Exposure to outside elements while driving and during routine changing of chemicals and basin observation.
3. This position is classified as a safety-sensitive position and is subject to ongoing random drug testing.
Supervisory Exercised
This position exercises appropriate supervisory and management as directed by the Division Manager or acts as the Division Manager in his absence.
Supervision Received
Reports to the Water Filtration Division Manager, but is expected to work and cooperate with other supervisory personnel, department directors, other division supervisors, and other department and/or city-wide personnel.
