Description
Are you an experienced and passionate leader looking for a rewarding opportunity to positively impact the lives of those in Clark County, WA? Vancouver Housing Authority (VHA) is seeking a Family Self Sufficiency (FSS) Program Supervisor to lead our FSS Program, which helps VHA residents access and sustain housing, education, employment, and financial empowerment opportunities. The FSS Program Supervisor leads a team of dedicated staff, strengthens community partnership, and ensures participants have the support needed to succeed.
At the VHA we work closely with local governments and other community partners throughout Clark County to address issues of affordable housing and homelessness and help families break the cycle of poverty. We provide affordable housing and housing assistance to low-income residents in Clark County.
Your skills and experience will support our mission as you:
- Lead, mentor, and develop staff through coaching, performance management, and professional growth opportunities.
- Oversee daily operations of the FSS Program, ensuring consistent and effective support for participants.
- Monitor caseloads, service plans, documentation, and outcomes to ensure program goals are met or exceeded.
- Build and maintain strong partnerships within the VHA and externally with school, employers, and community organizations to expand opportunities for participants.
- Organize and facilitate quarterly Program Coordinating Committee (PCC) to align local resources and strengthen collaboration.
- Manage program data and complete required reporting to VHA leadership.
- Carry a caseload to support program operations and remain connected to participant needs.
- Develop outreach strategies and materials to promote program participation across diverse literacy levels.
- Support fundraising, grant writing and marketing efforts to expand program reach.
Pay and Benefits
- A new employee in this position will be paid $78,000 - $81,900 per year based on experience. In compliance with the Equal Pay & Opportunities Act, the full salary range is $78,000 - $109,200 per year.
- Full-time, exempt, in-office/person position.

Requirements
- Bachelor’s degree in social work or human services/Behavioral Sciences field or equivalent and at least 5 years related experience required.
- Human Services program supervision experience preferred including grant management.
- MSW preferred.
- Demonstrated experience working with low-income adults preferably in: information and referral, self-sufficiency programs, and/or service coordination.
- Successful experience producing outreach and informational materials for a range of literacy levels.
- Must have valid driver’s license, access to a reliable vehicle, and have fewer than 3 moving violations in the last 3 years.
