About the Department

The Rehabilitation Production Manager is responsible for the direct supervision of production flows and WorkCenter Supervisors; coordinating all aspects of business/ customer relations; quality control; assuring completion of client evaluations and client productivity ratings; and conducting prevailing wage/time study requirements with the Department of Labor. The position supports the WorkCenter by developing, implementing, and evaluating policies and procedures that reflect organizational goals and prepares individuals with barriers to employment to become self-sufficient. The incumbent will report directly to the Human Services Business Manager and work with the Employment Services Management Team in realizing the Agency's vision for an economically self-sufficient workforce. Knowledge of production and workflows is required.

The ideal candidate will have:

  • Knowledge of WorkCenter practices.
  • Supervisory experience in a production operation or rehabilitation environment.
  • Working knowledge and experience working with diverse client populations.
  • Experience in all areas of customer relations.
  • Excellent organization skills and the ability to multitask.
  • Knowledge of payroll and/or timekeeping systems.
  • Knowledge and understanding of shipping and receiving.
  • Knowledge and understanding of Catering and/or food services.
  • Experience with the Commission on Accreditation of Rehabilitation Facilities (C.A.R.F.) cycle is highly desired.

Position Duties

Duties may include, but are not limited to, the following:

  • Plan, organize, direct, and supervise onsite and/or offsite Rehabilitation WorkCenter operations in work functions such as production, food services, or other training environments.
  • Plan, assign, supervise, and evaluate the work of Rehabilitation Production Supervisors.
  • Assist in developing, implementing, and evaluating Rehabilitation WorkCenter goals, objectives, programs, policies, and procedures.
  • Train staff in rehabilitation techniques and safe and efficient work methods in multiple training environments.
  • Schedule, assign, and monitor subcontract work and/or food service operations.
  • Plan, direct, and supervise manufacturing, assembly production, or food preparation/ presentation techniques.
  • Prepare production time studies and piece rates to determine tooling, production piece rates, employment requirements, material, equipment, and workspace requirements.
  • Plan and implement layouts for shop and work facilities/sites.
  • Establish production and/or delivery schedules in order to meet customer demands.
  • For production, design, construct or order various tools, dies, jigs and fixtures required for contract work.
  • Prepare and review estimates of product costs.
  • Work with marketing and quality assurance to develop and implement quality control procedures to meet job specifications.
  • Order and procure supplies and equipment needed for job contracts.
  • Oversee maintenance of sites, which may include production workshop equipment, physical plant, or food service equipment and facilities such as kitchens and cafeterias.
  • Develop, implement, and supervise safety programs to conform with regulations.
  • Expedite work according to schedules for completion.
  • Establish and maintain customer contacts related to industrial and/or food service contracts.
  • Maintain accurate and up-to-date inventory control of relevant items such as supplies, customer goods, and tools and equipment.
  • Perform administrative tasks such as preparing reports, establishing files, maintaining records, and monitoring contracts and invoices.
  • Fill in for the branch manager as required.
  • Perform related duties as assigned.

Minimum Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is two years of lead or supervisory work experience in a production operation or rehabilitation environment including responsibility for production planning and production management.

Knowledge of: Principles, methods and business practices of production work; standard work related techniques, processes, tools and equipment; time study methods and means of establishing piece rates; principles and techniques of accurate and effective inventory controls; principles of purchasing and cost analysis; techniques of work layout, production methods and work simplification; principles and methods related to safety and health in production or food service; and production reporting and record keeping systems.

Skill/Ability to: Perform various manufacturing, assembly or food service tasks; instruct, train and supervise subordinate staff personnel; follow and maintain proper safety practices and procedures; keep records and write clear, concise reports; make accurate arithmetic computations; develop and maintain good working relationships with others; design work methods, work layout and workflow; and maintain clean, well-organized work sites.

Open & Promotional. Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary or extra help/ limited term position prior to the final filing date will receive five (5) points added to their final passing score on this examination.

The examination process will consist of an application screening (weight: pass/fail) that involves the evaluation of relevant training and experience as demonstrated in candidates' application and responses to the supplemental questions. Candidates who pass the application screening are invited to a panel interview (weight: 100%). Depending on the number of applicants an application appraisal of education and experience may be used in place of other examinations. All applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. Only those applicants whose education and experience most closely match the needs of the department will be invited to the oral interview. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
