About the Department

The City of El Cerrito seeks a highly skilled, enthusiastic, compassionate, motivated and experienced Recreation Supervisor (Childcare) who is interested in making a positive difference in the lives of children.   You will join a welcoming, inclusive, fast-paced, and dynamic team environment and organize recreation programs while providing exceptional customer service and leadership in the Recreation Department.

What's The Role?

The City is looking to fill (1) vacancy in the Recreation Department for a Recreation Supervisor (Childcare). The Recreation Supervisor position is a management (exempt) position which has responsibility over a broad area of program activities. The position reports to the Recreation Director and exercises direct supervision over full-time, part-time, and seasonal employees, as well as volunteers.

The Childcare Administration Division oversees and supports a variety of childcare, after-school programming, preschool, summer camps and related programming and events for over a thousand children each year at different program sites around the City. The Recreation Supervisor assigned to this Division will oversee these program areas by offering social, physical, and educational opportunities for personal enrichment through recreation, enrichment activities, and special events and will also take a lead role in various Recreation Department initiatives that support Citywide strategic goals. Position Duties

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

  • Manages, selects, trains, plans, organizes, assigns, and reviews the work of assigned staff and volunteers in the Recreation Department; evaluates employee performance, disciplines, and counsels employees. 
  • Participates in the development of department goals and objectives; monitors, recommends, and implements recreation activities, policies, procedures, standard operating procedures to improve service delivery and workflow.  
  • Coordinates assigned services and operations with those of other divisions and outside agencies.
  • Evaluates community needs and interests; analyzes data and recommends new programs or improvements. 
  • Determines and recommends equipment, materials, and staffing needs for assigned facilities, projects, and programs; including cost estimate to implement.
  • Participates in the annual budget preparation; prepares detailed cost estimates with appropriate justifications as required; assumes responsibility for administration of budget applicable to assigned area including monitoring and controlling expenditures, and generating revenue. 
  • Assists with development of recreation contract administration and use agreements.
  • Provides a variety of support to the Recreation Director such special projects; develops and analyzes financial and statistical reports; prepares and presents staff reports. 
  • Manages proper documentation of operations and activities; supervises the establishment and maintenance of reports, records, databases, and files; ensures proper record retention.
  • Coordinates first aid, cardiopulmonary resuscitation (CPR), automatic electronic defibrillator (AED), water safety instruction (WSI) and other safety training and certification courses for staff, as assigned.
  • Answers questions and provides information to the public; investigates and responds to sensitive, difficult, and complex concerns and inquiries from community member(s), other departments, and agencies; recommends corrective actions to resolve issues.
  • Develops, directs, approves, and implements promotional and marketing materials for various programs and events including flyers, posters, banners, brochures, and social media content; communicates project and program information.
  • Attends and conducts meetings related to coordinating City events and programs; performs set up, decoration, and tear down activities of special event sites.
  • Oversee program registrations, POS software, customer service, website content, and marketing.
  • Manages, oversees, and responds to requests for City parks and facility rentals; ensures and assigns appropriate staffing, communicates with facility users; reports safety issues regarding City parks and facilities to the Police and Public Works Departments as needed.
  • Represents the City in meetings with members of other public and private organizations, community groups, contractors, developers, and the public, may present to City Council or various other groups as needed.
  • Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of recreation and community services.
  • Ensures staff observe and comply with all City and mandated safety rules, regulations, and protocols.
  • May serve as a staff liaison to a designated board, commission, or committee.
  • Performs related duties as required.

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

  • Equivalent to a bachelor’s degree from an accredited college or university with major course work in recreation, leisure services, child development, gerontology, public administration, business administration, or a related field. A master’s degree is desirable.

Experience:

  • Five (5) years of increasingly responsible experience in the implementation of recreation programming or a related field, including two (2) years in a lead capacity equivalent to a Recreation Coordinator with the City of El Cerrito.

Knowledge of:

  • Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and training. 
  • Principles and practices of leadership and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly. 
  • Principles and practices of basic budget administration and monitoring.
  • Principles, and practices of service delivery and program development, administration, implementation, review, and evaluation, budgeting, and purchasing.
  • Principles and practices of effective public relations techniques including social media, community outreach, marketing activities to target diverse community groups.
  • Research and survey techniques including data collection methodologies and statistical analysis. 
  • Principles, practices, methods, and techniques of life guarding, adult and/or child cardiopulmonary resuscitation (CPR) methods, first aid, including rescuer methods as defined by the American Red Cross and use and administration of automatic electronic defibrillator (AED) devices.
  • Principles and practices of contract administration and evaluation.
  • Applicable federal, state, and local laws, codes, and regulations as well as industry standards and best practices pertinent to the assigned area of responsibility.
  • City and mandated safety rules, regulations, and protocols.
  • Techniques for de-escalation and providing a high level of customer service by effectively assisting with the public, vendors, and City staff.
  • Modern equipment and communication tools used for business functions and program, project, and task coordination including online registration systems and software.


Ability to:

  • Select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner. 
  • Assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards.
  • Effectively administer special projects with contractual agreements and ensure compliance with contractual obligations.
  • Identify problems, research, and analyze relevant information, and develop and present recommendations and justification for solutions. 
  • Work effectively with groups and individuals to produce quality programming and events. 
  • Create and design marketing flyers, banners, posters, and decorations to promote programs.
  • Respond to concerns or inquiries from community member(s), staff, and outside organizations.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Effectively represent the department and the City in meetings with governmental agencies; community groups; various business, professional, and regulatory organizations; and in meetings with individuals. 
  • Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.
  • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
  • Communicate effectively both orally and in writing using the English language.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. 
  • Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.


Licenses/Certificates/ Other requirements:
  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment. 
  • Must obtain American Red Cross (or equivalent) First Aid Certificate and CPR Certificate for infant, child, and adult within three (3) months of hire.  Must maintain and renew certifications as required per the American Red Cross guidelines. 
  • Possession of a valid certificate in Child Abuse Prevention Training, to be maintained throughout employment.
  • State of California Child Care General Licensing Requirements (Reference: see page 8, https://www.cdss.ca.gov/ord/entres/getinfo/pdf/ccc4.pdf).
    • Qualified Administrator (Required)
    • Possession, or ability to obtain, certification as licensed Childcare Center Director issued by the State of California, within one (1) year of employment preferred
