Job Summary
The TONIC Principal Policy Analyst position is a 0.5 management position at UCSF. The candidate will be responsible for strategic policy analysis, drafting reports, and capturing the progress of TONIC. Candidate will work closely with TONIC faculty lead to provide policy expertise and management of TONIC for UCSF. Candidate also will also develop, implement, manage, facilitate, and evaluate TONIC and FABs, and will serve as the key contact for TONIC members and as the liaison between TONIC and FABs. Candidate will also support planning and accounting of budgets and other related resources. Candidate is a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas. Candidate demonstrates ability to quickly analyze unique issues and solve problems without precedent and/or structure. Candidate is expected to function with a high degree of autonomy while keeping Principal Investigator apprised.
The final salary and offer components are subject to additional approvals based on UC policy.
Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.
The salary range for this position is $102,400 - $156,000 (Annual Rate).

Required Qualifications
- Bachelor's degree in related area and / or equivalent experience / training
- Minimum 5 years of management experience on a complex health policy and/or academic research network with multiple awards or related experience
- Academic background and experience in health education, disability rights, child welfare, participatory rights, administrative policy, and law
- Proficiency with MS Office, online survey tools, and videoconferencing platforms, including Zoom, Webex, and Teams
- Proficient in the Project Management Lifecycle
- Experience convening and facilitating meetings
- Outstanding written and verbal communication skills
- Demonstrated professionalism and presence, with an ability to engage with a variety of people
- Ability to use discretion and maintain all confidentiality
- Demonstrated project management skills, including experience with setting project objectives, determining and addressing potential barriers, identifying process steps, resources, and milestones, and adjusting action plans to achieve desired outcomes
- Applied advanced knowledge of and experience in implementing California state and SF public health, health systems, social services systems, and child health policy
- Demonstrated advanced knowledge of administrative, budgetary, human resources and financial principles and practices
- Possesses an extensive philanthropic and health policy expert network across the State of California
- Demonstrated advanced knowledge in research network management and demonstrated experience in coordination of complex health policy research projects with multiple objectives and limited resources
- Demonstrated experience in collective impact and systems change health research projects
- Applied advanced knowledge of and experience in implementing federal research policy
- Advanced ability to think creatively and independently on concepts requiring advanced analytical skills
- Advanced interpersonal skills and ability to work with diverse groups to achieve results
- Advanced ability to work collaboratively with internal and external peers and managers
- Highly skilled fundraising experience

Toxic Stress Network Improvement Collaborative (TONIC): TONIC membership includes family leaders (FABs), leaders of the Managed Care Plans, clinical providers, community-based organizations, County agencies, data and billing expert consultants, and the California Department of Health Care Services (DHCS) representatives. TONIC convenes once monthly with discrete small-group partner meetings (e.g., Health Plans, consultants, providers, community-based organizations) in between monthly sessions. TONIC administration also convenes weekly. TONIC’s network is comprised of 70 Bay Area governmental and nongovernmental organiztions meets quarterly. TONIC centers and is driven by the Family Accountability Boards (FABs).
Cross Bay Family Accountability Boards (FABs): FAB members represent families in local counties with young children who are most impacted by systems and public programs. FABs ensure lived expertise drives the re-envisioning and quality improvement of early care systems in the Bay Area. FAB provides recommendations to TONIC on a variety of Medi-Cal benefits including Cal-AIM, Enhanced Care Management, dyadic care, and others.
