POSITION SUMMARY
The WIC Program Director is responsible for the leadership and management of the day-to-day operations of the agency’s WIC program. Plans, implements and evaluates program operations to ensure compliance with federal regulations and state policies and procedures, including all procedures relating to: WIC benefit issuance, vendors, management information system, caseload management, fiscal operations, files and record keeping, data quality, quality assurance, staff deployment, and local program evaluation.
ESSENTIAL RESPONSIBILITIES
- Plans, implements and evaluates program operations to ensure compliance with federal regulations and state policies and procedures, including all procedures relating to WIC benefit issuance; vendors; Management Information System; caseload management; data quality; quality assurance; staff deployment to program sites; sites opening/relocation if applicable; local Program Evaluation process.
- Select, train, orient, and supervise a team of staff across multiple office locations, including hybrid remote work. Assists senior nutritionist in the hiring and ongoing evaluation of nutrition and breastfeeding peer staff.
- Works with the community coordinator and senior nutritionist to develop outreach and referral networks with -and provide training to- community agencies and health care providers.
- Inspires and motivates others to achieve increasing levels of performance excellence. Regularly evaluates job performance and recommends compensation, promotions, and disciplinary actions.
- Acts as liaison between Community Action Pioneer Valley and the state Department of Public Health WIC office.
- In partnership with the department director and fiscal staff, monitors program budgets on an ongoing basis. Assists in revision of budgets and amendment submissions. Assists in monitoring fiscal practices to ensure compliance with state, federal and agency policies.
- Provides annual WIC benefits vendor training, monitoring of vendors and follow-up on all vendor complaints to ensure federal and state regulations are followed, and to ensure participants have a positive retail experience.
- Trains staff team in coordination with WIC’s Learning Center offerings. Ensures that WIC staff have up-to-date knowledge and skills by requiring staff to attend state-sponsored conferences and business meetings and in-services; planning and facilitating regular staff meetings; providing annual civil rights training for all staff; providing annual customer service training for all staff; ensuring that all staff obtain 10 CEU credits annually.
- Ensures collection of immunization data, assessment of immunization status, provision of immunization education, and referrals.
- Supervises distribution of Farmers’ Market coupons.
- Comply with agency and funders’ paperwork requirements and procedures.
- Remote work available complying with the agency’s policy.
- Required to travel regularly throughout the agency service area to Community Action Pioneer Valley sites and service locations and occasionally out of the service area.
- Attend WIC business meetings, state-wide director meetings, and other required meetings at The Learning Center in eastern MA.
- Attend regularly scheduled supervision meetings, Community Services leadership team and department meetings, mandatory agency training, and participate in professional development activities.

- Performs related work as required.

Key Knowledge and Experience:
- Knowledge of Franklin and Hampshire counties and North Quabbin regional organizations and resources.
- Knowledge of nutrition, perinatal, breastfeeding, and infant and child health.
- Program planning and administration.
- Program operations management experience in a nutrition education, public health, or human services environment.
- Previous WIC experience, and/or Registered Dietician, Licensed Dietitian Nutritionist experience is highly valued.
- Experience working with marginalized communities and individuals with low incomes.
- Experience thinking creatively and strategically, setting program goals and steps to achieve them.
- Experience with data management, data capture, tracking methods and analysis for outcome measurements.
- Adapt to changing priorities and demonstrate close attention to details.
- Proficient computer skills (Microsoft Suite and databases).
To Qualify
Minimum Qualifications:
One of the following:
- Bachelor's degree in public health, public administration, nutrition and 2 years’ experience in program administration, with 1 year supervisory experience.
OR
- Master's degree and 1 year program administration experience and 1 year supervisory experience.
