SUMMARY DESCRIPTION
Under direction, lead, oversee, and participate in the more complex and difficult work of staff responsible for the performance of a wide variety of manual, semi-skilled and skilled maintenance, operations, repair, servicing/cleaning, inspection, and construction work on the City's sewer collection systems, storm drains, creeks, and related facilities; perform a variety of technical tasks relative to assigned areas of responsibility; perform a variety of duties related to scheduling, planning, assigning, and prioritizing construction and maintenance projects for the sewer collection system and storm drains infrastructure and equipment; provide technical support to supervisor; assist in the training of staff on equipment operations, City and department policies, procedures, rules and regulations, and safety practices; and perform a variety of technical tasks relative to assigned areas of responsibility.

DISTINGUISHING CHARACTERISTICS
This is the advanced journey level class in the Sewer/Storm Drain Worker series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including servicing/cleaning, maintenance, inspection, repair and construction of sewer collection systems, storm drains, and creeks. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility. This position may work on-call, standby and holidays. This position is distinguished from Public Works Supervisor – Sewers/Storm Drains in that the latter has full first-line supervisory responsibilities.

Public Works Supervisor – Sewers/Storm Drains or designee.

CLASSIFICATIONS SUPERVISED
Exercises technical and functional supervision over crews engaged in operation, maintenance and repair activities.

Position Duties

REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  1. Lead, plan, train, and review the work of staff responsible for the performance of a wide variety of manual, semi-skilled and skilled maintenance, operations, repair, servicing/cleaning, inspection, and construction work on sewer collection systems, storm drains, and creeks; participate in performing the most complex work of the unit including hydroflush servicing/cleaning, television camera inspection and repair, maintaining and repairing air relief valves, and installation of manholes and pipelines.
  2. Train assigned employees in their areas of work including maintenance, operations, repair, servicing/cleaning, inspection, and construction methods, procedures, and techniques.
  3. Supervise the use, care, operation, repair and inventory for a variety of manual and power operated tools, devices and equipment used in servicing/cleaning, maintenance, inspection, repair and construction of sewer collection systems, storm drains, and creeks; research and solicit purchase quotes for equipment and supplies; and make recommendations on purchases.
  4. Verify the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards, specifications, policies, procedures, rules, and regulations; ensure adherence to safe work practices and procedures.
  5. Ensure a safe working environment and observance of applicable safety practices; install and remove street barricades, cones and other safety equipment around work site locations; direct and control traffic around work sites; plan and coordinate routines and complex traffic control plans; and obtain appropriate permits for work on state highways.
  6. Write service orders, maintain accurate records of all work, and prepare reports; prepare and maintain project files and related documentation including work reports and time records.
  7. Assist in the identification of capital improvement projects necessary to upgrade the city's sewer and storm drain infrastructure for distribution to upper management.
  8. Read and interpret construction plans and specifications to ensure new sewer and storm drain line construction meets city design standards.
  9. Coordinate activities with other departments, utilities and outside organizations as needed to accomplish tasks.
  10. Perform confined space entries per City of Merced and Cal OSHA regulations.
  11. Operate on-line computer systems used in the City.
  12. Perform GIS integration of sewer and storm drain assets with use of iPads for infrastructure updates and documentation.
  13. Assist with directing and overseeing the containment, cleanup, and reporting of sanitary sewer overflows (SSOs) as needed.
  14. Assign employees and participate in Underground Service Alert (USA) Utility identifications.
  15. Respond to emergency repair calls as needed; locate problems and operate sewer cleaning equipment to clear stoppages; and  operate hydraulic and irrigation pumps during flood conditions.
  16. Respond to public inquiries in a courteous manner; provide information within the area of assignment; and resolve complaints in an efficient and timely manner.
  17. Estimate time, materials, and equipment required for jobs assigned; prepare project cost estimates; requisition materials as required.
  18. Perform related duties as required.

Minimum Qualifications

QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:
Operations, services, and activities of a wastewater sewer and storm drains program.
Principles of lead supervision and training.
Methods, materials, practices, techniques, and equipment used in wastewater and storm water collection system pipeline servicing/cleaning, maintenance, inspection, repair and construction.
Traffic control practices and procedures.
Principles and methods of preventative maintenance programs.
Basic principles and practices of record keeping and reporting.
City geography and the municipal street system.
Safety practices applicable to biohazard conditions and wastewater collection systems operations.
Methods and techniques of communication both verbal and written.
Pertinent Federal, State, and local laws, codes, rules and regulations including those applicable to confined space.
Principles and practices of budget monitoring.
Operational characteristics of equipment and tools used in the maintenance and repair of wastewater and storm water collection systems and lift stations.
Occupational hazards and standard safety practices.

Ability to:
Lead, organize, and review the work of staff.
Independently perform the most difficult maintenance, operational, repair, servicing/cleaning, inspection, and construction tasks involved in the City's wastewater and storm water collection systems and lift stations.
Interpret, explain, and enforce Department policies, procedures, rules and regulations.
Operate a variety of hand and power tools and equipment, testing equipment, heavy construction and repair equipment, and specialized wastewater collection system maintenance equipment in a safe and effective manner.
Observe staff performance and verify quality and content of work.
Continuously analyze the layout, set up, and safety of job sites.
Identify potential problems and determine and develop resolutions and proper courses of action.
Safely perform heavy physical labor for extended periods under adverse weather conditions.
Work in confined spaces.
Interpret, understand, follow, and complete wastewater and storm water collection system maps, blueprints, diagrams, work orders, and operational and safety manuals.
Maintain accurate records and reports.
Work effectively with other employees, contractors, and the general public in a tactful, courteous manner. 
Recognize and deal with hazards encountered in the course of work.
Make effective and independent decisions in field situations.
Work independently in the absence of supervision.
Understand and follow oral and written instructions.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
Equivalent to the completion of the twelfth grade.
Experience:
Three years of increasingly responsible experience in the operation and maintenance of a sanitary sewer and storm drain system.
License or Certificate:
Possession of an appropriate, valid California Class A Driver license without Restrictions 48 (air brakes and Restriction 64 (automatic transmission) is acceptable.
Possession of a Grade II Collection System Operator certificate from the California Water Environment Association (CWEA).
Ability to obtain Grade III Collection System Operator certificate from the CWEA within six months of appointment.
Special Requirements:
Ability to pass a City-administered equipment operator's test.
