About the Department

Join the Finance Department of the Maryland-National Capital Park and Planning Commission (M-NCPPC) as a Corporate Payroll Tax Administrator. In this critical role, you will ensure payroll tax compliance across all jurisdictions, support the integrity of payroll systems, and provide expert guidance to payroll operations. Position Duties

Payroll Tax Compliance & Reporting

  • Lead all payroll tax activities, ensuring accuracy and compliance with federal, state, and local regulations.
  • Prepare and file payroll tax returns, deposits, and year-end reports across multiple jurisdictions.
  • Maintain and update tax codes and authorities in payroll systems, ensuring precise configurations.

2. Audit & Risk Management

  • Coordinate responses to internal and external audit requests, preparing documentation and addressing findings.
  • Research, identify, and resolve discrepancies in payroll tax filings with a keen eye for detail.

3. Payroll Systems & Reconciliations

  • Administer payroll tax software and perform system maintenance to ensure timely and correct reporting.
  • Reconcile payroll tax liability accounts monthly and prepare adjusting journal entries as needed.
  • Monitor workflows to ensure data integrity and system consistency across multiple platforms.

4. Support & Collaboration

  • Provide expert guidance to payroll staff and act as a backup for payroll processing functions when needed.
  • Manage multiple deadlines and deliverables while maintaining high standards of accuracy and timeliness.
  • Collaborate with internal departments and external agencies to resolve tax-related matters.

5. Documentation & Confidentiality

  • Uphold confidentiality standards while maintaining secure, organized, and audit-ready records.
  • Create and update documentation for procedures, policies, and compliance protocols.

Highly Desired Skills & Abilities

  • Certified Payroll Professional (CPP) designation.
  • Experience managing payroll tax compliance in a multi-jurisdictional environment.
  • Familiarity with enterprise payroll and accounting systems (e.g., Infor, Workday).
  • Strong attention to detail with demonstrated accuracy in tax reporting and reconciliations.
  • Proven ability to manage multiple priorities and work under tight deadlines.
  • Exceptional analytical and problem-solving capabilities.
  • Excellent written and verbal communication skills, with the ability to explain technical matters clearly.

Working Conditions

  • Office-based role with primarily sedentary work.
  • May require occasional evening, weekend, or holiday hours to meet critical deadlines.
  • Role involves handling highly confidential and sensitive data with care and integrity.
  • Fast-paced work setting with competing priorities and frequent time-sensitive deliverables.

Minimum Qualifications

  1. Bachelor’s Degree in Finance, Accounting, Business Administration or any related field.
  2. Four (4) years of progressively responsible experience in payroll and payroll taxes.
  3. An equivalent combination of education, training and experience may be substituted, which together total 8 years.
