About the Department

Definition: Under general supervision of the Infrastructure Manager and daily direction from the Senior Radio Communications Analyst, the Radio Communication Technician is responsible for support and maintenance of the SRPMIC voice radio communications systems. This includes maintenance, operations, programming and administration of Land Mobile Radio Communications Networks, Microwave Backhaul Networks and Mobile/Portable Radio Subscriber Equipment   This job class is treated as FLSA Non-Exempt. This is a driving position.

Position Duties

1. Communication Systems Support & Maintenance:

  • Manages the Radio Team ServiceNow ticket queue to triage incoming tickets, talk to customers to obtain more information and provide status.  Updates ticket information and assigns tickets to other members of the team as appropriate.  Provides information to the SRPMIC IT Service Desk staff to help facilitate better information on incoming tickets.
  • Serves as a first point of contact for SRPMIC departments, other agencies and vendors on the 700/800 MHz trunked radio system.  Performs initial troubleshooting and basic repairs.  Escalates more difficult problems to the more senior members of the Radio Communications team.  
  • Serves as a first point of contact for SRPMIC departments, other agencies and vendors on the UHF “backup repeater” radio system.  Performs initial troubleshooting and basic repairs.  Escalates more difficult problems to the more senior members of the Radio Communications team.  
  • Serves as a first point of contact for SRPMIC departments, other agencies and vendors on the UHF MotoTRBO radio system.  Performs initial troubleshooting and basic repairs.  Escalates more difficult problems to the more senior members of the Radio Communications team.  
  • Serves as a first point of contact for the Salt River Fire Department for the department’s Fire Station Alerting solution.  Performs initial troubleshooting and basic repairs.  Escalates more difficult problems to the more senior members of the Radio Communications team.  
  • Serves as a first point of contact for SRPMIC departments, other agencies and vendors on the audio recording systems.  Performs initial troubleshooting and basic repairs.  Escalates more difficult problems to the more senior members of the Radio Communications team.  

2. Radio Support:

  • Configures portable (hand-held) radio subscriber equipment.
  • Configures and installs mobile (in vehicle) radio subscriber equipment.
  • Inspects two-way radio equipment, communications facilities, radio towers, rooftop antenna installations and/or vehicular installations to ensure compliance with FCC rules, safety procedures and established operating and installation procedures.
  • Diagnoses issues, problems and complaints from end users and recommends changes or other actions to improve radio performance.  Performs initial troubleshooting and basic repairs.  Escalates more difficult problems to the more senior members of the Radio Communications team.    
  • Performs initial troubleshooting of all other radio systems and equipment.
  • Responds to radio system and network alarms and utilizes knowledge and experience to evaluate alarms and take corrective action or escalate issue to more senior members of the Radio Communications team.
  • Keeps a supply of well-maintained parts and spare equipment inventory.
  • Keeps a detailed inventory of all issued, and spare, radio equipment.
  • Adheres to industry standard safety practices to maintain a safe workplace environment.
  • Installs and supports both licensed and unlicensed point-to-point, and/or point-to-multipoint, microwave solutions.
  • On occasion, this role is required to work outside the normal work hours including nights, weekends and holidays.
  • This role is required to participate in the division’s on-call rotation schedule answering calls from 24x7 departments and assisting them with service issues.
  • Performs daily monitoring of radio systems, network alarms and utilizes knowledge and experience to evaluate alarms and take corrective action.

3. Maintenance: 
Coordinates the maintenance and repair of mobile and portable radio equipment, mobile data devices and fixed site radio equipment such as base stations, repeaters, remote control units, microwave and other RF radiating and wireless system control devices.

4. Vendor Supervision:
Supervises vendors while working on-site and follows the SRPMIC vendor management processes.

5. Training:
Provides training in communications equipment and technologies to all SRPMIC staff.

6. Miscellaneous: 

  • Safely operate a four-wheel drive vehicle to transport personnel, tools and equipment to “off-road” radio tower locations. 
  • Performs other job-related duties as assigned by the IT Management.
  • Follows and maintains standard operating procedures (SOP) and standards for the Community and Tribal Government communications systems.

Knowledge, Skills, Abilities and Other Characteristics:

  • Knowledge of the history, culture, laws, ordinances, customs and traditions of the SRPMIC.
  • Knowledge of the principles of electrical, electronic and radio communications theory.
  • Knowledge of the Motorola ASTRO Public Safety 700 MHz P25 Phase 2 voice radio communications system.
  • Knowledge of or experience supporting and troubleshooting Motorola Linked Capacity, Motorola Capacity Max MotoTRBO radio systems.
  • Knowledge of or experience with the administration, support and maintenance of the Motorola ASTRO system platform.
  • Knowledge of the Motorola MotoTRBO communications system.
  • Knowledge of Bi-Directional Amplifier (BDA) and Distributed Antenna System (DAS) communication systems
  • Knowledge of the principles and practices involved in designing, constructing, installing, maintaining and operating a variety of communications systems and testing devices.
  • Knowledge of Transmission Control Protocol/Internet Protocol (TCP/IP) applications in Local and Wide Area Networks (LAN/WAN).
  • Knowledge of FCC rules and regulations pertaining to radio systems.
  • Knowledge of the use of spreadsheets and database management software program applications.
  • Knowledge of or experience supporting and troubleshooting Association of Public Safety Communications Official (APCO) Project 25 (P25) Phase-2 TDMA single or multi-zone simulcast trunked radio public safety voice networks and mobile data communications systems.
  • Knowledge of or experience supporting and troubleshooting Microwave and Fiber Backhaul Networks.
  • Knowledge of or experience programming and troubleshooting two-way radios.
  • Knowledge of or experience using radio communications test equipment such as an antenna analyzer, RF power meters, communications service monitors and frequency counters.
  • Knowledge of or experience supporting and troubleshooting BDA/DAS communication systems.
  • Knowledge of or experience with operation and basic troubleshooting of in-vehicle auxiliary and accessories such as Public Address systems, Emergency Lighting and Sirens, Gun Locks, etc..
  • Knowledge of or experience supporting and troubleshooting Microwave and Fiber Backhaul Networks.

  • Skill updating and maintaining communications systems standards, policies, practices and procedures.
  • Skill evaluating work completed by contractors and vendors in order to assure quality control.
  • Skill interfacing at all staff levels and providing effective verbal and written communication.
  • Skill effectively managing communications systems related change and requirements gathering in a fast-paced, high- demand work environment.
  • Skill with a personal computer including Microsoft Office software.
  • Skill with Microsoft SharePoint.

  • Ability to learn job-related material including new technology and systems.
  • Ability to determine cost of equipment and services.
  • Ability to effectively communicate both verbally and in writing.
  • Ability to provide quality control input for project and operations & maintenance functions.
  • Ability to provide technical support to departments regarding communications equipment purchases.
  • Ability to present technical facts clearly and concisely to both technical and nontechnical personnel.
  • Ability to properly install antenna, accessory and Ethernet connectors.

Minimum Qualifications

Qualifications: Required Education & Experience:  

  • A High School diploma, or GED, is required.
  • A Bachelor’s Degree in Electrical Engineering, Communications Engineering, Electronics Engineering or a related engineering field preferred.
  • One (1) to two (2) years of experience related to the use or support of radio communications systems.

Equivalency: Any equivalent combination of education and experience that will allow the applicant to satisfactorily perform the duties of the job may be considered.

Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.

Other Qualifications

  • Will be required to pass a pre-employment background/fingerprint check. 
  • Prior to hire as an employee, applicants will be subject to drug and alcohol testing. 
  • May be required to successfully complete a Salt River Police Department (SRPD) background investigation and/or polygraph examination.
  • Must possess and maintain a valid Arizona Driver’s License
  • In addition, all employees providing services to a campus with children will be subject to the “Community Code of Ordinances”, Chapter 11 “Minors”, Article X. “Investigation of Persons Working with Children”, random drug testing and completion of a background check every five (5) years.
