About the Department
The Human Resources Manager position handles the complex human resource functions for the Nashville Department of Transportation and Multimodal Infrastructure (NDOT) and analyzes department needs on all personnel related matters. The incumbent manages the day-to-day function of the Human Resources division which entails interpreting Civil Service Rules; addressing employee relations matters; running reports and performing transactions; overseeing recruiting; administering FMLA; conducting investigations; and providing personnel guidance and support to NDOT management. The HR Manager is also responsible for recommending and implementing personnel improvements as needed. Performs related duties as required.
Position Duties
- Serves as the subject matter expert on personnel matters and solves complex HR issues for NDOT.
- Oversees the recruitment process and monitors position control; works closely with department management to ensure adequate staffing levels are maintained.
- Supervises the Department’s human resources employee(s) and provides guidance and technical support; assists HR staff with difficult and/or unusual assignments.
- Works in conjunction with the NDOT Finance division on position control and monitoring vacancies.
- Serves as the Department’s representative to the Civil Service Commission, Employee Benefit Board and other HR related committees; oversees the preparation of written communication to these bodies.
- Conducts disciplinary hearings and implements appropriate disciplinary action.
- Oversees and initiates responses to unemployment compensation claims against the Department.
- Prepares various statistical, administrative and operational reports pertaining to HR functions.
- Ensures consistency and equity in all HR policies and practices.
- Handles controversial and/or complex HR projects; and determines the best practice for conducting the project, defining the scope of work and collecting data.
- Counsels managers, supervisors, and front-line employees regarding employment-related policies, procedures, rules, laws, and regulations.
- Responds to human resources-related inquiries by state and federal regulatory agencies.
- Responds to issues requiring an interpretation of Civil Service rules or policies.
- Investigates and responds to EEOC charges, applying a working knowledge of basic principles of EEO and employment law.
- Investigates and responds to employee complaints and formal grievances.
- Monitors employee FMLA, Short Term Disability and Injuries on Duty.
- Plans, tracks and monitors HR strategic goals and initiatives for NDOT.
Minimum Qualifications
Bachelor's Degree from an accredited college or university and six (6) years of professional HR experience including four (4) years of management experience.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.
Other Qualifications
- Master’s degree in Human Resources, Public Administration or a related field
- Thorough knowledge of human resources principles or benefit administration practices, laws, regulations and trends
- Knowledge of NeoGov or other related HR software
