GENERAL SUMMARY:
Under the direction of the Executive Director, this position manages the day-to-day planning, organization, and administration of the Mather Family Transitional Housing program. Manages budget, contractual requirements, and submits required reports for grants and daily operations. Hires, trains and evaluates staff.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Program Managers share responsibilities for implementing Agency-wide objectives and directives through programs and practices which reflect the Vision Statement and the Next Move Homeless Services' in-house cultural objectives. Program Managers are responsible for supporting a "one agency" perspective while acting as advocates for their work units.
- Implements organization-wide goals and cross-department projects and objectives.
- Offers input and feedback to long range, strategic and budget planning processes.
- Maintains both a department and an organization-wide perspective when considering information, issues and challenges.
- Models Next Move Homeless Services' service orientation with all public, elected or funding agency partners and representatives.
- Conducts business through cross-department participation and review, two-way communication and accountability.
- Ensures compliance of managed programs including day-to-day work, files, client participation, and any NMHS policy and procedures.
Program/Project Management Development
- Establishes goals and missions for Case Managers in regards to NMHS' initiatives.
- Conducts research and evaluates compliance issues.
- Defines and develops new programs/processes or makes changes to existing programs/processes.
- Presents program/project ideas and coordinates with management and staff.
- Develops strategies for program/project implementation.
Implementation
- Determines priorities and deadlines for Case Managers.
- Ensures work assignments are completed.
- Studies and implements applicable regulations, policies and procedures.
- Establishes policies to meet new requirements.
- Develops and implements new or streamlined processes.
- Ensures that program and staff provide quality program services.
- Coordinates special projects as needed.
Operations
- Manages and oversees operations of entire program and staff.
- Sets and models guidelines for program supervisors to follow in their supervisory duties.
- Monitors Case Manager workflow and production for efficiency and quality control.
- Plans, conducts and/or attends meetings with staff, supervisors, directors, residents and community groups.
- Prepares and submits reports for Goodwill, Housing and Urban Development, Sacramento Steps Forward, Executive Management and any other regulatory agency.
- Coordinates with other NMHS staff as needed.
- Prepares, monitors and adjusts project/program budgets.
- Assists in determining eligibility and use of available funds.
- Reviews, approves and tracks payments and other expenditures.
- Models supervisory strategies and approaches that demonstrate NMHS' Cultural Objectives in all aspects of staff communication and supervision, when supervising directly or when coaching a staff member to whom you have delegated supervisory responsibility.
- Provides new employee orientation and training.
- Ensures that assigned staff has appropriate equipment and knowledge of procedures for implementing the work objectives.
- Monitors and maintains the level of productivity in the unit or department.
- Assures quality of service to the internal and/or external customer base.
- Establishes performance objectives and provides ongoing feedback.
Other Duties
All employees may be assigned, and required to carry out, additional duties at any time.
Every employee is expected to participate in discussions of individual, department and NMHS performance and work on problem-solving teams as assigned. Any employee serving on a problem-solving team may be asked to carry out the role of team leader.
Any person driving for Next Move Homeless Services must maintain a valid driver's license on his/her person, and demonstrate compliance with the motor vehicle law, standards of courtesy on the road and attention to safety. All drivers must maintain their insurability.
Requirements
QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the minimum knowledge, skill and/or ability required.
- Principles, practices, and techniques in conducting investigations, documenting findings for use in administrative housing proceedings, and conducting housing hearings.
- Conflict resolution and mediation skills.
- Interviewing and negotiation techniques and principles.
- Applicable Federal, State, and local laws, codes, regulations, and departmental policies, technical processes, and procedures.
- Research, statistical, analytical, and reporting methods, techniques, and procedures.
- Principles and practices of data collection and report preparation, internally and externally.
- Modern office practices, methods, and computer equipment and applications, including word processing, database, and spreadsheet applications.
- Principles of business letter writing and record-keeping.
- English usage, spelling, vocabulary, grammar, and punctuation.
- Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Next Move Homeless Services staff.
- Communicate and comprehend oral and written information, think critically, analyze information, and make reasonable decisions.
- Effective written and oral communications skills.
- Ability to plan and manage workload independently.
- Operate a motorized vehicle for the purposes of conducting agency business.
- Plan, organize, and coordinate program services.
- Develop, implement, and administer program policies, procedures, and budgets.
- Manage staff engaged in providing client services; assign, review, train, and evaluate the work of staff.
- Work effectively with staff, clients, and public and private agencies.
- Exercise independent judgment.
- Analyze data and generate clear and concise reports, correspondence and presentations.
- Effectively problem solve, understand and practice confidentiality regarding policies and procedures.
- Prioritize competing demands, projects and/or assignments to meet outcomes and designated timelines.
- Possession of a Bachelors’ degree in social work, psychology, counseling, or related field, and three years program and supervisory experience;
OR
- Any combination of education, training, and experience, which would provide the knowledge and ability to complete the duties outlined above. Bi-Lingual and Bi-cultural knowledge is desirable.
- This position requires a full range of physical mobility, such as bending, stooping, lifting, turning, carrying objects, and grasping.
- Must pass drug screening and criminal background check.
- Must possess a valid California driver’s license and insurable driving record.
- Must not present a direct threat of safety and health to self, others or property.

POSITION INFORMATION:
This is a full-time, exempt position eligible for Medical, Dental, Vision, Life Insurance; 403(b) retirement plan; Flex-Time Off. This position is employed by Goodwill Industries® of Sacramento Valley and Northern Nevada, Inc. through Next Move Homeless Services.
