Pathways to Housing DC (Pathways DC) is a nationally recognized, mission-driven nonprofit dedicated to ending homelessness for individuals with serious mental illnesses, co-occurring substance use disorders, and/or chronic health conditions in the Nation’s Capital. As a pioneer of the Housing First model, we provide housing and support services without preconditions—ensuring individuals receive care with dignity and respect.
We are seeking a Human Resources Generalist with strong recruitment experience and a passion for inclusive hiring practices to join our HR team. This role will support the full spectrum of HR functions—with a primary focus on talent acquisition, onboarding, employee engagement, and HR operations. The ideal candidate is a proactive, detail-oriented professional who thrives in a collaborative, mission-focused environment.
This position is based in Washington, DC, with a hybrid work schedule after successful completion of a 90-day probationary period. Business needs may require up to four days per week in-office.

Key Areas Responsibilities
- Lead the full-cycle recruitment process including sourcing, screening, interviewing, and coordinating offers for a wide range of roles, with an emphasis on equitable hiring practices.
- Partner with hiring managers to develop effective job descriptions, hiring strategies, and interview processes aligned with organizational values.
- Manage recruitment pipelines using ATS and HRIS tools (ADP Workforce Now), ensuring consistent and responsive candidate experiences.
- Build and maintain strong candidate pools for high-priority and hard-to-fill roles.
- Represent Pathways DC at job fairs and community hiring events to promote our mission and attract top talent.
Onboarding & Employee Experience
- Design and deliver a welcoming, informative onboarding program tailored to organizational values and team-specific needs.
- Facilitate new hire paperwork, benefits enrollment, and orientation logistics.
- Collaborate with IT to ensure timely setup of technology, systems access, and equipment for new hires.
- Partner with the Director of Training to align onboarding content with agency-wide learning objectives and training schedules.
- Serve as a dedicated resource for new employees to promote engagement and retention during their early tenure.
Employee Relations
- Act as a trusted advisor and first point of contact for employee questions , concerns, and conflict resolution, fostering a respectful and inclusive workplace culture.
- Support employee engagement, recognition, and wellness initiatives.
- Assist in the preparation and administration of employee communications and documentation, including offer letters, personnel action forms, disciplinary notices, and performance improvement plans.
- Help identify and address trends in workplace satisfaction and retention, and escalate complex issues to HR leadership as appropriate.
- Contribute to the development and refinement of HR policies, procedures, and training related to employee relations.
HR Administration & Compliance
- Maintain accurate and up-to-date employee records in HRIS and physical files.
- Ensure compliance with federal, DC, and Maryland employment laws and internal policies.
- Manage employee leave processes (FMLA, DCFMLA, ADA, LOA, etc.) and workplace accommodations.
- Support internal audits, compliance reporting, and certification tracking.
HR Projects & Initiatives
- Contribute to cross-departmental HR initiatives including DEI programming, employee surveys, and process improvement projects.
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or related field.
- 4+ years of HR Generalist experience, with demonstrated success in full-cycle recruiting.
- In-depth understanding of federal, DC, and Maryland employment regulations.
- Proficiency in ADP Workforce Now and Microsoft Office Suite including SharePoint.
- Exceptional communication, organizational, and interpersonal skills.
- Ability to work independently and collaboratively in a fast-paced, mission-driven environment.
- High level of discretion and professionalism with confidential information.
Preferred Qualifications
- SHRM-CP or PHR certification
- Prior experience in nonprofit or healthcare settings is a plus.
