Requirements
Position Summary:
The Education & Emergency Preparedness Coordinator is responsible for supporting the development, implementation, and evaluation of training, onboarding, and competency programs across departments at Harlan County Health System. While not responsible for conducting all training directly, this role partners closely with department leaders to ensure that onboarding, orientation, and ongoing validation of role-based competencies are complete, consistent, and meet regulatory expectations.
Additionally, this position serves as the hospital’s Safety Officer and coordinates the facility’s emergency preparedness program in collaboration with the Director of Facilities. The coordinator helps ensure that emergency plans are maintained, drills are conducted, and staff are trained in accordance with CMS and other applicable regulatory requirements.
Essential Job Functions:
Clinical Education & Competency Support
- Develops and maintains the clinical education and competency calendar for all clinical departments.
- Collaborates with department leaders to develop, validate, and maintain onboarding and orientation tools for clinical staff.
- Supports managers in executing department-specific training and orientation plans that include clinical skill validation.
- Facilitates or coordinates training opportunities such as BLS, ACLS, and other clinical certifications.
- Conducts or assists with clinical skill validation and competency assessment on a recurring basis.
- Participates in facility-wide new hire orientation.
- Maintains records of staff training, certifications, and clinical competency evaluations.
- Provides direct instruction or coaching as needed to support clinical and team development.
- Identifies training needs based on performance data, regulatory changes, or manager input.
- Promotes a culture of continuous learning and professional development.
- Partners with external vendors or educational organizations to support clinical and non-clinical education initiatives.

Emergency Preparedness & Safety
- Serves as the facility’s Safety Officer, with responsibility for coordinating emergency preparedness efforts.
- Collaborates with the Director of Facilities to develop, update, and maintain the hospital’s emergency operations plans, response protocols, and safety procedures.
- Coordinates facility-wide emergency preparedness drills, exercises, and after-action reviews.
- Ensures required documentation, policies, and training related to emergency preparedness are current and compliant with CMS, OSHA, and accrediting body requirements.
- Provides education and communication to staff regarding roles and expectations during emergencies and disaster events.
- Liaises with local emergency management agencies, public health officials, and healthcare coalitions as needed.
- Maintains awareness of changing emergency preparedness regulations and leads efforts to ensure organizational compliance.
Schedule Expectations:
- This is a full-time, non-exempt position typically scheduled Monday through Friday
- Occasional evening or weekend hours may be required to accommodate shift staff training
- May require flexibility to coordinate or attend training across all shifts
Qualifications:
Education and/or Experience:
- Current RN license in the State of Nebraska (or compact state) required.
- Associate’s Degree in Nursing required.
- Minimum of 3 years of clinical nursing experience required.
- Previous experience in clinical staff education, training coordination, or emergency preparedness preferred.
- BLS Instructor certification required.
- ACLS Instructor certification preferred or must be obtained within 6 months of hire.
- FEMA/NIMS training (IS-100, IS-200, IS-700, IS-800) preferred or must be completed within 6 months of hire.
Skills and Abilities:
- Strong interpersonal and communication skills, both verbal and written
- Effective teaching, facilitation, and presentation skills
- Knowledge of adult learning principles and best practices in clinical training
- Ability to work collaboratively across departments and disciplines
- Strong organizational skills and attention to detail
- Proficiency in Microsoft Office and comfort with EMR systems and learning platforms
Supervisory Responsibilities:
None. This role collaborates with and supports department leaders but does not have direct reports.
Working Conditions:
- Primarily works in a healthcare facility setting
- The noise level is generally moderate; may include exposure to patient care areas
- May occasionally travel to other locations or departments for training purposes

- All Harlan County Health System users will be given access to the organization’s network to the level required to perform their specific duties. Some users will require access to job specific systems, the authorization of these systems will be granted by HR, the department director or IT.
