Job Summary: The Assistant Director of Nursing supports the Director of Nursing in staffing, developing facility policies, and directing the overall operations in the nursing department, in accordance with local, state, and federal regulations requirements, and policies. This includes, but is not limited to, effective management of resources to meet resident care needs and to maintain quality levels of care. The Assistant Director of Nursing maintains 24-hour accountability for nursing care delivered by personnel assigned to the department. 

Qualifications:

  • Must be a Registered Nurse, currently licensed in Massachusetts with at least five (5) years of nursing experience; at least one of which has been in a supervisory/mentoring capacity. 
  • Massachusetts RN License, CPR Certification, and must pass all required background checks.
  • CDC Infection Control Preventionist Certificate is preferred.
  • Familiarity with MDS nursing documentation requirements.

Statement of Duties: The Assistant Director of Nursing supports the Director of Nursing in staffing, developing facility policies, and directing the overall operations in the nursing department, in accordance with local, state, and federal regulations requirements, and policies. This includes, but is not limited to, effective management of resources to meet resident care needs and to maintain quality levels of care. The Assistant Director of Nursing maintains 24-hour accountability for nursing care delivered by personnel assigned to the department. 
Supervision Required:   Works under the general direction of the Director of Nursing. Performs diverse functions which range in nature from routine to complex and which require considerable judgment and initiative in determining courses of action clearly defined by statute or established guidelines. 
Supervisory Responsibility:   The Assistant Director is responsible for ensuring the supervision of nursing department employees. Supervisory responsibilities include training, scheduling, disciplinary actions, payroll, budget oversight, and performance evaluations.
Confidentiality:  The employee has regular access to all department-related confidential information including personnel records, contracts and collective bargaining negotiations, criminal investigations, medical and financial records of residents. Must use considerable discretion in handling such issues in accordance with the State Public Records Law and HIPAA.
Accountability:  Consequences of errors or poor judgment may include missed deadlines, adverse public relations, labor/material costs, danger to public safety and personal injury; financial ramifications.
Judgment:  The Assistant Director has substantial responsibility involving the exercise of independent judgment in personnel administration and patient care. The work requires the Assistant Director to examine, analyze, and evaluate facts and circumstances surrounding individual problems, situations and to determine appropriate actions to be taken within the limits of standard or accepted practices. Guidelines include direct care principles, and industry operational standards, which may be complex or conflicting, at times. Independent judgment is used in analyzing specific situations to determine appropriate actions. The Assistant Director is expected to weigh efficiency and relative priorities in conjunction with procedural concerns in decision making. Requires understanding, interpreting, and applying complex federal, state, and local regulations.
Complexity: The work consists of the practical application of a variety of healthcare concepts, practices and specialized techniques relating to nursing home management and operations. Assignments typically involve evaluation and interpretation of factors, conditions or unusual circumstances, inspecting, testing or evaluating compliance with established standards or criteria.
Work Environment: Work is typically performed in a nursing home environment. Noise or physical surroundings may be distracting. The workday may frequently be greater than eight (8) hours. Potential exposure to communicable diseases may exist. Work outside of the standard workweek and outside of the typical daily schedule may be necessary to accommodate emergency or other atypical situations.
Nature and Purpose of Public Contact: Relationships with co-workers and the public involve frequent explanation, discussion or interpretation of practices, procedures, regulations, or guidelines in order to render service, plan or coordinate work efforts, or resolve operating problems. Other regular contacts are with vendors, staff, citizens and service recipients. More than ordinary courtesy, tact, and diplomacy is required to respond to requests for information or to deal with uncooperative or uninformed persons.
Occupational Risk:  Risk exposure to the employee is similar to that found in a Nursing Home environment. Primary duties are carried out in an office within the Nursing Home. Special safety precautions, training, or protective clothing such as gowns, coats, or gloves may be required when interacting with residents due to biohazards.

Position Duties

  • Supports the Director of Nursing in the reporting and documentation of the overall coordination and execution of nursing services as well as monitoring and evaluating the outcomes of nursing care.
  • Oversee all staff who provide nursing care to the facilities residents;
  • Ensures that there is a procedure to collect and review nursing staff licenses/certifications/credentials.
  • Ensure that all nursing staff are educated in the standards of care and held accountable for the care they deliver to each resident.
  • Responsible for defining and ensuring the scope of nursing services is followed. 
  • Implement and enforce policies and procedures that cover essential nursing responsibilities to physicians, residents, families, and the facility including:
    • Accepting responsibility for the care of residents
    • Supporting resident discharge and transfers
    • Providing adequate nursing coverage
    • Providing appropriate, timely and pertinent documentation
  • Participate actively in the facilities quality improvement activities for care quality assessment and improvement. Such participation should include:
    • Preparing statistics and regularly attending the facility’s quality improvement       committee meetings.
    • Routine participation in efforts to improve the quality of care delivered and identification of causes of various care related problems or deficiencies.
  • Ensure that the nursing practice in the facility reflects the following nursing skills:
    • Skill in resident assessment, critical thinking, and nursing interventions
    • Oversight of the interdisciplinary care planning process to include initial planning to assure smooth transition on admission and throughout the residents stay, including changes in condition or transfer from the unit.
    • Evaluation of whether the nursing facility can meet the residents needs prior to admission, during his/her stay, and/or transfer from the facility.
  • Develop and implement an organized nursing system for delivery of care and services which may include but is not limited to coordination of nursing services with other departments or services: i.e. physician, pharmacy, dietary, housekeeping, social services, business office, medical records, and education.
  • Performs supply and equipment ordering for the nursing department in accordance with Town of Nantucket purchasing policies and State procurement laws under the direction of the Administrator.
  • Assists the Director of Nursing with contract administration and renewals as they pertain to the nursing department and in accordance with appropriate State procurement laws.
  • Direct nursing department related preparation for local, state, and federal inspections and surveys. Assists the Administrator with response to local, federal, and state inspections and survey results/plans for improvement.
  • Utilization of the expertise of other departments to address nursing issues in the delivery of care to the residents.
  • Meets with the Administrator for on-going communication regarding administrative, nursing/resident care or other similar problems.
  • Assists in complaint investigations, safety reviews, and reporting to regulatory agencies when appropriate.
  • Assists the Administrator with hiring and continued employment standards for qualifications of personnel and recruits, assists with interviews, and assists with evaluation of the applicants in the nursing department. 
  • Conducts progressive discipline with the Director of Nursing.
  • Ensures that all controlled substances are handled, stored and destroyed in accordance with local, state and federal regulations and policies.
  • Ensure that the nursing practice complies with regulatory and legislative requirements;
  • Help develop and implement immunizations programs for residents and staff
  • Conducts rounds on all wings/units.
  • Promote, establish, and maintain customer relations with residents, families, and staff, communities and other professionals.
  • Identify, develop and access available resources and ongoing educational pln plans for each level of nursing staff.
  • Develop and implement policies and procedures relative to infection control, communicable diseases, and isolation.
  • Assist with the development  and implementation of  nursing and clinical policies and procedures 
  • Coordinates with other departments to develop and implement policies and procedures relative to resident abuse and neglect prevention.
  • Participate in monthly labor management meetings with the Director of Nursing.
  • Develop, monitor, maintain the infection control surveillance program Performs other related duties as may be required or assigned.

Minimum Qualifications

Education and Experience: Must be a Registered Nurse, currently licensed in Massachusetts with at least five (5) years of nursing experience; at least one of which has been in a supervisory/mentoring capacity.

Knowledge, Abilities and Skill
KnowledgeMust have knowledge of the federal, state, and local laws, rules and regulations affecting the operation of a long-term skilled care nursing facility. Thorough knowledge of accepted clinical nursing skill, the scope and standards of professional nurse practice acts as they pertain to the staff he/she supervises, medical practices, and ethical principles. Working knowledge of Medicaid and Medicare regulations.
Abilities: Must have independent decision-making ability. Must be able to organize, plan, and direct nursing service, and the ability to represent the facility to other agencies. Must have ability to effectively plan and supervise the work of subordinates. Must have the ability to multitask and delegate duties/authority as needed. Must have ability to operate standard types of office equipment including, but not limited to, computers, telephones, and copier machines. Must have commitment to continuing education to attain required educational levels for licensure and accreditation. Must be able to use Microsoft Office suit applications, including spreadsheet applications such as Excel.
Skills:  Must have excellent verbal and written communication skills and must have skills to interact with residents and their families in a compassionate and understanding manner. Leadership, mentoring and good organizational skills required.

Physical Demands: Must have sufficient manual dexterity and physical flexibility to bend and reach to complete basic office tasks.  The work involves standing, sitting and/or walking for the greater portion of the day. Motor Skills: Employee must occasionally lift and/or move objects of up to 30 pounds. More intensive effort may be necessary to assist residents when needed.
Visual Demands:  Position requires the routine reading of documents and reports for understanding and analytical purposes. Constantly requires reading or viewing computer screens with the ability to determine color differences.
