About the Department

The employee in this position is responsible for performing safety audits, investigating accidents, conducting safety training, coordinating loss prevention efforts, developing safety materials and programs, and other safety functions to ensure Department of Environmental Services (DES) employees are provided with a safe, supportive and healthy work place. The Safety Specialist works under the general supervision of a DES higher level manager and works closely with management and the City’s Employee Safety Coordinator to ensure safety policies and procedures are being followed. This person may direct the work of others in order to accomplish departmental objectives. Performs related work as required.

This is a Competitive Class position.  The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.

CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.

Position Duties

  • Develops, implements, maintains, and supervises DES safety programs;
  • Develops and maintains policies and procedures to ensure DES compliance with PESH & OSHA mandated employee training, record keeping, and reporting;
  • Accompanies inspectors from regulatory agencies and makes recommendations to correct deficiencies;
  • Conducts and supervises others as needed in conducting safety audits and inspections in order to identify potentially hazardous conditions;
  • Performs accident investigations;
  • Coordinates the department’s loss prevention activities;
  • Recommends corrective action to appropriate management as a result of accident research and review of injuries, and makes recommendations for solutions to safety problems;
  • Interprets Federal, State, City and industry-recognized rules, regulations, and procedures dealing with work place safety;
  • Develops liaison with other professional and regulatory organizations in the safety field;
  • Keeps current on new ideas and techniques in the accident prevention and risk management fields;
  • Writes safety and work procedures and documentation;
  • Coordinates special projects for DES and communicates departmental needs;
  • May monitor and analyze workers’ compensation claims.

Minimum Qualifications

High School diploma or GED PLUS;
A. Bachelor’s or Associate’s degree and two (2) years' experience in accident prevention or loss control programs such as: reduction of injuries and accidents; employee occupational health; motor vehicle safety programs.
OR
B. Six (6) years' experience in accident prevention or loss control programs such as: reduction of injuries and accidents; employee occupational health; motor vehicle safety programs.

SPECIAL REQUIREMENTS
Possession of a valid New York State Class D driver's license at time of appointment and throughout employment.
