About the Department

Working under the direct guidance of Deputy Development Officer for Economic Development, the Sr. Project Manager for Economic Development will support in the design, implementation, and compliance of policies and programs in advancing the City’s economic development strategy, Springfield Redevelopment Authority (SRA) projects, and further its economic goals. The Sr. Project Manager for Economic Development is directly responsible for implementing programs focused on business retention, expansion, and attraction, as well as data-informed long range economic development planning. May supervise department staff and interns. 

Position Duties

  • Develops, manages, and advises on complex interdisciplinary city-wide economic development projects including related projects of the Springfield Redevelopment Authority
  • Oversees strategic planning for neighborhood based economic development.
  • Contributes to the development of the City’s economic policy, strategic plans, and regulatory language. 
  • Gathers input/builds consensus for proposed policies and plans.
  • Oversees the Business Retention, Expansion, Attraction Programming and related data. 
  • Designs, implements, and administers departmental business assistance policies, procedures, and programs.
  • Works with departmental staff to create and maintain consistent project/program review, procedures and processes while maintaining flexibility to respond to unique project/program issues.
  • Participates in legislative and regulatory rule-making processes to advise on the impacts to the community, specifically in the area of business and workforce development.
  • Prepares and presents Council agenda materials; participates in City Council and sub-committee meetings.
  • Fosters a high level of collaboration and relationship building with internal and external stakeholders, including establishing effective working relationships with public/private partners focused on workforce development, urban renewal, sector partnerships, business retention and expansion (BRE), and business attraction.
  • Leads, fosters, and assists in executive-level stakeholder relationships, innovative partnerships, and creative negotiations with the Economic Development Administration, Small Business Administration, US Environmental Protection Agency and the Massachusetts Executive Office of Economic Development, MassDevelopment and the Executive Office of Housing and Livable Communities. 
  • Oversees preparation of data and annual reports and conducts periodic public surveys.
  • Responds to community member, employee, and City Council inquiries, complaints, and service requests.
  • Prepares and manages program budget, and authorizing expenditures; forecasts needs, and allocates resources accordingly.
  • Prepares grant applications; performs grant management.
  • Manages consulting contracts.
  • Serves on task forces and as team leader on interdepartmental and interagency teams related to economic development and associated projects.

  • Possess strong project management skills, professional verbal & written communication, highly detailed oriented.
  • Knowledge of federal data base systems or case management software. 
  • Knowledge of and experience with Microsoft Office (Excel, Word, PowerPoint). 
  • Self-directed and capable of working to meet quick turnaround and multiple deadlines independently. 
  • Attention to detail in producing accurate and meaningful results and products
  • Ability to engage in creative thinking and problem-solving to advance divisional grant tracking, monitoring, and reporting.
  • Flexibility to handle a wide array of tasks and topic areas.
  • Ability to establish and maintain effective working relationships with municipal, federal and state officials, department heads, civic organizations, and the general public.
  • Ability to express oneself clearly and concisely, orally and in writing.

Other Qualifications

  • Bachelor’s degree in planning, urban design, government, or public administration AND three (3) years of related experience; OR any equivalent combination of seven (7) years.
