About the Department

Metro Nashville Public Health (MPHD) seeks an experienced leader to guide workforce vision and strategy. This position is a part of the Public Health Infrastructure Grant (PHIG) team and will lead the workforce development function to include workforce engagement analytics, identification of skill gaps, strategic workforce planning, professional development and program forecasting. 

Additionally, they will establish processes and standard practices for the entire MPHD workforce. They will prepare executive level reports and presentations on these topics. This leader will need to have strong skills in change management processes and will lead change management workforce planning and strategy. The Workforce Development Director will embed the organization’s vision, mission, and core values in all their work, especially learning and development for MPHD staff, innovation, and engagement

The position will report to the Health Advisor for MPHD and work with the HR Director and Grant Director to develop and strengthen MPHD HR procedures and strategies that include onboarding, staff orientation and strengthening employee professional development opportunities and grant initiatives.  

Position Duties

  • Implement PHIG funding to support vision and strategy development for teams, individuals, and human resources by helping them succeed through project development, facilitation, consultation, coaching and mentoring
  • Actively develop MPHD practice and implement strategies that increase alignment between the MPHD mission, vision and practice 
  • Assess workforce skills and gaps, especially related to data science due to quick evolution, and develop continuous learning plans for staff
  • Coordinates the internal Workforce Development Council
  • Provides guidance for specific programs
  • Collaborate with MPHD Medical Director and staff to implement the CME efforts for staff
  • Manages and Initiates PHI grant request protocols for MPHD grant requests
  • Provide organizational consultation, coaching, mentoring and executive facilitation as needed in the organization
  • Prepare and deliver reports and presentations to leadership and other internal and external partners
  • Assist PHIG grant manager with the execution and support of PHI budget management

Minimum Qualifications

  • Bachelor's degree .

  • (3) years of progressively responsible full-time paid employment in related field.

  • Two (2) years must have been in a public administration/supervisory capacity.

Completed graduate degree in a directly related field may be substituted for one (1) year of required experience. Demonstrated success as a manager, administrator, and team builder.

Other Qualifications

  • Master’s degree from an accredited college or university and
  • Five (5) years of professional HR and/or workforce development experience
  • Experience in direct organizational development or public administration with proven experience in staffing, benefits, and/or workforce development.
  • Familiarity with grant workplans and initiatives
  • Proficiency in the development and implementation of workforce strategies such as onboarding; learning and growth; leader development; engagement and retention
  • Proficiency in co-creating organizational strategies and building shared commitments among staff
  • Skill in planning and directing activities that support the professional development and wellbeing of the public health workforce
  • Certification(s) in coaching, facilitation, leadership development, change management or other related certifications.
  • Excellent communication and interpersonal skills
