Job Summary: THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SURFACE MAINTENANCE MECHANIC SUPERVISOR, Position Description Number D1295000 and is part of the PA Field Maintenance Shop 10, National Guard. 1 or more Position(s) may be hired against this Announcement.
Major Duties:
- As a SURFACE MAINTENANCE MECHANIC SUPERVISOR, WS-5801-13, you will plan on a quarterly or longer basis, the overall use of subordinate personnel and resources under their control. Determine resource requirements, materials, the number of subordinates and the types of skill necessary to accomplish long-range work schedules. Assign and explain work requirements and operating instructions to subordinate supervisors, sets deadlines, and establishes the sequence of work operations to be followed. Maintain balanced workloads by shifting assignments, workers, and other resources to achieve the most effective work operations. Assure that subordinate supervisors effectively carry out policies to achieve management objectives. Recommend promotion or reassignment of subordinate supervisors, makes formal appraisals of their performance, and determines their training needs. Develop, publish, and ensure employee compliance with standing operating procedures for the activity supervised. Implements and complies with agency, state, and federal regulatory Occupational Safety and Health, and environmental requirements. Prepare for and participate in various types of readiness evaluations, inspections, mobilization and command support exercises. May be required to perform such additional duties as structural fire fighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operation, maintenance of facilities and equipment, or to serve as a team member on boards to cope with natural disasters or civil emergencies. Perform other duties as assigned.
Qualifications: APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC 1: NG Employees at Field Maintenance Shop # 10 AOC 2: NG employees in the DCSG4 (This includes Combined Support Maintenance Shop - West, Director of Logistics, State Surface Maintenance Office FMS's 2, 4, 5, 9, 16, 17, 24, 27, 28, 29, and 33, Combined Support Maintenance Shop - East and Unit Training Equipment Site) Military Grades: OFFICER O1-O5 WARRANT OFFICER WO1-CW5 Supervisor for this position is MAJ Baney GENERAL EXPERIENCE: Experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports. SPECIALIZED EXPERIENCE: In addition to the journeyman level knowledge, applicant must indicate experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.
