Job Summary: This position is located in the Systems Liaison Division, Office of Modernization and Systems Liaison, Directorate of Passport Services, Bureau of Consular Affairs (CA/PPT/S/MSL/SL).
Major Duties:
- Plans and oversees the full range of systems liaison functions performed by the Division including but not limited to identifying and escalating systems issues that need to be addressed to the appropriate offices in CST's and CST's senior management.
- Exercises accountability for the successful delivery of the full range of Division services, which include but are not limited to managing concepts of operations for passport systems related functions.
- Monitors the implementation of current year operating plans for the passport systems liaison function to track progress and accomplishments and to identify and rectify deviations and issues affecting the execution of such plans.
- Plans work to be accomplished by subordinates; sets and adjusts priorities, and prepares schedules for completion of work.
- Provides advice, guidance, and counseling to employees on both technical and administrative matters, interviews candidates for vacant Division positions and recommends appointment, promotion, or reassignment to such positions.
Qualifications: Applicants must meet all the required qualification requirements described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing new or modified administrative programs policies, regulations, goals, or objectives. Experience analyzing and evaluating the effectiveness of line program operations and meeting established goals and objectives. Experience in supervising, monitoring and leading the work of a team. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
