Boulder County Parks and Open Space Department is seeking to hire a Real Estate Specialist I.  The Real Estate Specialist I manages the data, documents, and files relating to Boulder County’s open space property interests. The Real Estate Specialist I works in a collaborative team environment with other Real Estate Division staff and other county staff and is supervised by the Conservation Easement Program Supervisor and works under the general direction of the county attorneys that provide legal advice for the Real Estate Division.

This job description is not an all-inclusive list of the work performed by the person in this position. This position requires regular in-person attendance, with some remote work possible for specific duties.

This position is a full-time, benefited position.  This position will work Monday - Friday from 8:00am - 4:30pm.  This position will work out of the Parks and Open Space Administration Building at 5201 St. Vrain Road in Longmont, CO 80503.  Under Fair Labor Standards Act (FLSA) guidelines, this position is non-exempt.

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.


Hiring Salary Range: $68,976.00 - $84,138.00 Annually


Tentative Hiring Timeline:

  • First Round Interviews: August 11th

  • Second Round Interviews: August 18th

Position Duties


  1. Creates and maintains hard copy and electronic files for all real estate transactions (acquisitions, dispositions, exchanges, etc.). Identifies and obtains missing documents, resolves discrepancies, and obtains document corrections as needed, and files closing memos and all other real estate documents. Documents in the files include but are not limited to purchase agreements; title commitments, policies, and exception documents; appraisals; maps; surveys; environmental and other inspection reports; baseline documentation reports; deeds; closing documents; water share certificates; correspondence, and other related materials.
  2. Maintains the department’s Land & Water Information System (LWIS) database for tracking the county’s open space real estate interests in land, water, mineral and transferable development rights by entering, revising, and updating all transaction information. Resolves discrepancies between the database and actual open space real estate interests. Works with other department and county staff to resolve database design issues.
  3. Assists the Conservation Easement Program with stewarding the county’s existing portfolio of conservation easements by creating and maintaining monitoring files and records, responding to public inquiries and research requests, and reviewing applications from the Community Planning & Permitting Department. Contacts landowners to monitor properties for compliance with conservation easement terms and prepares monitoring reports.
  4. Obtains and maintains current data on ditch company share values, seeks information about water rights available for sale, assists land officers and real estate specialists with transactions involving water rights, coordinates closings with ditch companies and sellers, manages documents, and obtains missing and corrected water certificates.
  5. Assists the Real Estate Division Manager in maintaining the department’s budget for new acquisitions, tracking financial and annual real estate transaction data, and assists in preparing presentations, such as those the manager makes to the Parks and Open Space Advisory Committee and the Board of County Commissioners.

    Other duties include:
  • Maintains the department’s safety deposit box safeguarding water share certificates and transferable development certificates and conducts an annual audit of its contents.
  • Completes research and special projects related to real estate topics on open space properties.
  • Serves as the division lead in responding to inquiries and requests from the public (prospective buyers, real estate agents, appraisers, etc.) and other division, department, and county staff regarding open space.
  • Assists other division staff with administrative duties including but not limited to handling adjacent property owner mailings, and publishing public notices.
  • Performs a variety of related administrative work and other duties as assigned.
  • Coordinates with other staff and participates as a team member to perform all duties.
  • Follows policies and procedures and offers input to the Real Estate Division Manager to keep division policies and procedures appropriately updated.
  • Uses ArcGIS for all map-making needs and other department software as necessary to maintain and share sound data for all assigned responsibilities.
  • Occasionally hikes over steep and uneven terrain in remote environments while carrying up to 20 pounds, sometimes in unfavorable weather conditions and/or for long periods.

EDUCATION & EXPERIENCE:

Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of a high school diploma or equivalent and three years of office experience, including one year of real estate experience.

KNOWLEDGE, SKILLS AND ABILITIES:
Foundational: Working knowledge of real estate land and water transactions. Ability to research real estate documents, analyze their contents, and draft written summaries of findings. Ability to exercise sound independent judgment, recognize need for guidance and seek it appropriately, and follow instructions, established procedures and techniques. Self-starter and quick study; strong verbal, written and interpersonal communication skills; attention to detail; ability to work efficiently; organizational, time management and project management skills. Reliable, dependable, accountable, adaptable, and flexible. Preferred: Knowledge of the principles and practices of land and water conservation and commitment to Parks & Open Space’s mission.

Interpersonal: Ability to work effectively with other employees, landowners, industry professionals, other agencies, and the public. Strong oral and written communication skills. Practices open communication and establishes trust. Creative and flexible in finding common ground in complex situations and while working with others, and the ability to bring deals to closure. Equal abilities to work independently and with others as a team. Equanimity under stress from demanding deadlines and changes in priorities as needs change. Customer service experience and orientation to providing the best in public service to other county staff, landowners.

Organizational: Thorough knowledge of modern office practices and procedures. Ability to prioritize and multi-task, robust organizational and time management skills, and attention to detail. Proficiency in using office equipment and computer software, including Microsoft Word, Excel, Outlook, and databases. Preferred: Working knowledge of Power BI or other business intelligence software.

Physical Requirements: Abilities for walking, standing, and hiking, including hiking over uneven terrain in remote environments, sometimes in inclement weather and for long periods, while carrying up to 20 pounds of gear; frequent hand/eye coordination to operate computer keyboard, office equipment, and motor vehicles; vision for reading, recording and interpreting information; speech communication and hearing to maintain communication with employees and members of the public. Must have a valid Colorado (or state of residency) driver's license and a good driving record.
