Application period 28-Oct-2024 to 11-Nov-2024Functional Responsibilities:Functional ResponsibilitiesUnder the overall supervision of the Manager of Investigations, the Investigator will lead and participate in complex investigations of alleged misconduct including procurement fraud, corruption, embezzlement, collusion, bribery schemes, harassment, conflicts of interest and sexual exploitation and abuse. The Investigator is expected to have superior analytical skills and very good writing skills. For cases assigned to them, the consultant will be responsible for the following duties:

  • Plan, organize, conduct and manage initial reviews, preliminary assessments and/or investigations of alleged misconduct, mismanagement, fraud, corruption, waste of resources, harassment (including sexual harassment), or serious violations of the Organization's policies and procedures.
  • Lead and supervise external consultants and investigators assigned for each case and coordinate the investigative activities of team members. In collaboration with the Investigations Manager, define the parameters and timetable of an investigation.
  • Decide on the investigative tools to be employed; gather, seize and analyse relevant evidence (documentary, physical, electronic, etc.).
  • Interview witnesses and take statements showing appropriate communication skills, accurate recording, using interpreters as required.
  • Interview subjects/suspects in accordance with generally accepted best practice procedures (ensuring reliable information and according due process).
  • Prepare a detailed report which sets forth the findings, supporting evidence, analysis and evaluation of the evidence, as well as recommendations for next steps.
  • Where needed, provide post-report support and conduct legal and public sources research.
  • Work collaboratively with colleagues to achieve UNOPS Organizational goals in accordance with IAIG SOPs and in compliance with organizational regulations and rules.
  • International travel to UNOPS' offices, including field missions, may be required.
Education/Experience/Language requirements:Qualifications And ExperienceEducation requirements:
  • An advanced university degree (Master's degree or equivalent) preferably in law, accounting or a related area.
  • A first-level university degree in combination with qualifying relevant experience may be accepted in lieu of the advanced university degree.
  • A Diploma in Criminal Investigation from a national law enforcement agency or police academy and significant relevant experience may be accepted in lieu of the above academic qualifications.
Experience requirements:
  • At least seven years of progressively responsible experience in professional investigatory work, law enforcement/criminal investigations or related fields.
  • Experience in leading a team is required
  • Experience with leading and managing investigations required.
  • Experience with international investigations is desirable
  • Experience with UN policies, procedures and operations is also desirable.
  • Prior experience in complex investigations will be considered positively
Languages requirements:
  • Fluency in written and spoken English is required.
  • Fluency in another UN language is desirable
