Duties

As an Economist, at the full performance level, you will perform the following duties:

  • Supporting senior economists with research and analysis activities focusing on Regulatory Impact Analysis (RIA) and the Regulatory Flexibility Act (RFA).
  • Interacting and reviewing the technical performance of contracted parties involved with conducting economic studies.
  • Assisting with analyzing the adequacy of existing programs and identifying problems and possible solutions.
  • Identifying office equities, developing recommended actions, and communicating findings on policy and regulatory efforts; supporting strategic policy initiatives, and drafting policy documents for the regulatory process.

The Office of Personnel Management (OPM), Individual Occupational Requirements (IORs), for the Economist, 0110 series are as follows: Degree: A degree (bachelor's or higher) in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

Combination of education and experience: A combination of courses equivalent to a major in economics as described above, plus appropriate experience or additional education. Examples of qualifying experience include:

  • Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions, and report preparation.
  • Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
  • Teaching assignments in a college or university that included both class instructions in economics subjects and one of the following: (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

IN ADDITION TO MEETING THE ABOVE BASIC EDUCATIONAL REQUIREMENTS, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS:

GS-11:
Minimum Qualifications for GS-11

You Qualify For The GS-11 Grade Level, If You Possess One (1) Year Of Specialized Experience At The GS-09 Grade Level Or Equivalent Performing Duties Such As:

  • Applying economic theory and conducting econometric analysis in support of various projects;
  • Using statistical programming tools to automate the collection, cleaning, and analysis of large datasets;
  • Conducting economic literature reviews and research: AND
  • Assisting with the assessment of existing programs, identifying problems, and presenting possible solutions related to economic issues.

GS-12:

Minimum Qualifications for GS-12: You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as:

  • Conducting complex economic analysis of municipal, state, federal, and tribal regulations and policy directives;
  • Identifying information sources and modeling the effects of regulatory changes;
  • Identifying the similarities between pending analyses and past rules to define critical differences or obstacles that need to be elevated to higher-level economists;
  • Conducting independent economic research and statistical analysis in support of various projects (e.g., impact studies, cost-benefit analysis, equilibrium analysis); AND
  • Collaborating with senior Economists to develop technical comprehensive written reports, graphics, charts, and oral presentations based on analytical, evaluative, and research studies.
