In 2021 and 2023 the City of Detroit experienced a presidentially declared disaster caused by severe storms and flooding. As a result, the City was awarded $95MM (2021) and $347MM (2023) in Community Development Block Grant Disaster Recovery (CDBG-DR) funding from the U.S. Department of Housing and Urban Development (HUD). These funds were granted to assist the City and its residents in recovering from the impact of those storms. The Community Development Officer IV position translates into the CDBG-DR Program Manager. This Program Manager will be responsible for the administration and compliance of both grants in coordination with the CDBG-DR Director and Chief Operations Officer in the Detroit Housing and Revitalization Department. The Supervisory Program Analyst IV reports directly to the CDBG-DR Director, in the HRD Programmatic Operations and Performance Management Division.
Under general supervision, supervises a subordinate staff of supervisors, professionals, and paraprofessionals who perform housing and community development and grant policy work with accountability to agency management for the quantity and quality of the work done, and for assuring efficient and economical work operations.
The Community Development Officer IV advises on, administers, supervises, or performs professional housing and community development, City of Detroit housing policy, and/or grant related award and evaluation work that requires application of housing and community development and policy theories, concepts, principles, and standards to housing activities of governmental, quasi-governmental, or private sector organizations, as well as Housing and Urban Development (HUD) grants and third party contracts.
