About the Department
The Project Manager will manage the development of facilities projects and initiatives from inception through conceptual design for the purpose of evaluating potential project purpose and need and finalizing the project program before advancing into final design and construction to be carried out under the direction of the Capital Delivery Department.
Position Duties
- Manage projects through the programming/pre-design phase in accordance with the MBTA standards, manuals, policies, and procedures to meet the needs of the MBTA.
- Identify project requirements with Operations, Safety, Environmental, and System-wide Accessibility and based on site conditions and documentation of issues
- Develop test fits and conceptual designs using Revit or AutoCAD to support program decision-making and site planning
- Identify project requirements and conduct project activities with outside agencies, abutters, utility companies, community groups, and other third parties affected by the project, as required.
- Develop project target budgets based on project scope, comparable examples, and other methods to support obtaining capital funds necessary to complete the project.
- Conduct program funding oversight activities and coordinate with other departments, including Project Controls and Administration and Finance
- Coordinate and participate in Project Design Group meetings for ongoing design projects including value engineering sessions, constructability reviews, and risk workshops, as required.
- Organize and prioritize workload and be proactive in identifying project needs/requirements.
- Prepare project-related correspondence, reports, charts, and presentations utilizing Microsoft Word, Excel, Database, and PowerPoint.
- Prepare for and make project presentations to represent the MBTA to elected officials, community groups, and others as required.
- Work independently in addressing complex tasks in a time-sensitive environment. Follow up on actions required for task and project completion while seeking guidance as necessary.
- Assist in the procurement of consultants and contractors, as required.
- Manage multiple planning, design, engineering, architecture, and other technical consultants and consulting teams and contracts to carry out the requirements of each assignment completed on time, and on budget.
- Respond to each inquiry, whether from a customer, vendor, or co-worker in a courteous and professional manner, consistent with the Authority's Customer Service Quality standard.
- Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
- Be an active and respectful member of the team.
- Ability to travel to satellite locations within MBTA service areas as needed
- Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, and collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti- Discrimination and Anti-Harassment, and Anti-Retaliation policies.
- Perform related duties and projects as assigned.
Minimum Qualifications
- A Bachelor's degree in Architecture or a related field from an accredited institution.
- Five (5) years of experience in design/construction of commercial projects, including management of public works projects, planning/environmental review/design phases of transportation, or other related projects.
- One (1) year of experience managing and/or supervising staff and consultants.
- Excellent organizational, analytical, confidentiality, multi-tasking, time management, and interpersonal skills.
- Working experience in Revit or equivalent design software
- Working experience in Microsoft Word, Excel, and PowerPoint applications.
- Effective and professional written and verbal communication and interpersonal skills.
- Proven track record of collaboration, transparency, and problem-solving skills. The ability to effectively communicate with customers, employees, and vendors. Excellent customer service and conflict resolution skills.
- The ability to supervise and work effectively with a diverse workforce.
Preferred Experience and Skills
- A Master's degree in Architecture, Planning, Engineering, or Construction Management from an accredited institution
- Experience managing multiple projects with a construction cost of $10 million or over in a transit and or/design or construction environment.
- Strong project controls knowledge and ability to accurately evaluate cost and schedule.
- Familiarity with FTA, FRA, and MBTA rules and regulations regarding project delivery, environmental requirements and permitting.
- Registered Professional Engineer, Registered Architect, and/or Certified Construction Manager.
