About the Department

This is a responsible professional and administrative position directing and supervising the operations of the Parks and Recreation Department.  Administrative supervision is exercised over activities of the department such as developing and directing recreation programs for all groups and age and interest levels within the City, and developing and maintaining an adequate park and playground system and the necessary physical facilities to make programs effective. Work is performed under the general direction of the City Manager, with wider discretion for the exercise of independent judgment in resolving problems within the scope of established policies and procedures.

Position Duties

Plans, directs, and coordinates, through subordinate personnel and administrative assistants, the functions and activities of the Parks Division and the Recreation Division; Evaluates adequacy of existing procedures and develops policies to improve efficiency, services and operations; Coordinates and administers departmental budget; Develops administrative and program standards of the various activities of the Parks and Recreation divisions; Directs City-wide parks maintenance program; Plans and directs a flexible program of recreational activities for all segments, groups, age and interest levels of the community; Recommends the acquisition of and directs the development of park and playground areas, and of appropriate structures and facilities so as to best serve the widest recreational interests of the community; Prepares or directs the preparation of periodic and special reports and analyses; Coordinates activities with private contractors and other governmental agencies; Attends City Council meetings and represents the department at City board and committee meetings and meetings with other governmental agencies; Interprets the program through press releases, speeches, and radio addresses, representation on interagency councils and committees and contact with public and private community agencies and groups. 

Minimum Qualifications

Master’s Degree in Parks and Recreation Management or Master’s Degree in management or Public administration with a Bachelor’s degree in Parks and Recreation Management plus extensive responsible professional experience in recreation or parks administration. 

Or an equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Other Qualifications

Comprehensive knowledge of all phases of community recreation activities and their administration; Comprehensive knowledge of the principles and practices of park and playground planning and development; Thorough knowledge of management principles and techniques, and ability to manage the operations of the department economically and efficiently to attain the desired results; Ability to develop and execute a well-rounded program of recreational activities; Ability to express ideas clearly and concisely, verbally and in writing; Ability to cooperate with and interpret recreation philosophies to City authorities, public and private groups and agencies and the general public.
