Our Maintenance Delivery department within the operations - Rapid Transit division is looking for two (2) Senior Managers, LRT - Maintenance Delivery to join the team. This position provides comprehensive maintenance program management and project management services associated with the delivery and operation of Light Rail Transit systems built and owned by Metrolinx.  The role is responsible for providing technical, administrative, and leadership excellence to implement effective maintenance and rehabilitation programs, as well as their corresponding compliance/assurance monitoring programs. 
 
What will I be doing?
  • Manages the efficient delivery of light rail transit maintenance and rehabilitation through project activities including preliminary design, detailed design, preparation of contract documents and correspondence, contract management, commissioning/handover, submittal review, quality audit, and performance monitoring
  • Assists with feasibility studies, and the development and assessment of alternative delivery options to meet market and business conditions relating to the delivery and implementation of light rapid transit maintenance and rehabilitation, where required
  • Participates in the review of maintenance proposals and evaluates and recommends RFP/RFQ submissions; manages In-Market activities, including Contractor Requests for Information, and reviews submissions during project development and operational phases
  • Delivers oversight of maintenance and rehabilitation services from initial conception through commissioning and transfer to Operations within scope, on budget and on schedule; oversees project activities to ensure compliance with Project Agreement Requirements, P3 vendor Maintenance Plans, good industry practices, as well as corporate design standards and applicable law and regulation
  • Communicates, coordinates, and reports effectively with/to internal/external stakeholders, vendors, transit agencies, municipalities, utility companies, and others to define requirements, develop maintenance implementation plans and monitor compliance for light rail transit; delivers proper ongoing communication and consultation with all relevant stakeholders.
  • Leads review processes and works closely with key stakeholders (e.g. Infrastructure Ontario) to ensure management and completion of key deliverables and representation of Metrolinx interests
  • Works in conjunction with Metrolinx’s other business units, operational and asset owner divisions, and various internal stakeholders
  • Recommends and implements corrective action plans where variances in maintenance program plan execution occur, communicates with internal and external stakeholders, and negotiates change orders and revised schedules
  • Manages activities within budget allocations and schedules, including timely reporting of financial and performance results and any significant cost, security, safety, human resources or project/program management issues
  • Ensures that all construction/maintenance cost estimates, scope of work and scheduled activities are identified, continuously monitored, and clarifications/changes managed properly.
  • Implements the Ontario AFP procurement process and Metrolinx procurement process and works closely with Infrastructure Ontario and internal Metrolinx Procurement stakeholders to ensure management and completion of the alternative financing and traditional procurement processes leading to Financial Close
  • Ensures oversight of Project Companies, Construction Contractors, Maintenance and Rehabilitation Contractors, Subcontractors, and vendors. 
  • Leads staff, consultant, and vendor project teams in the delivery of maintenance and rehabilitation programs and their corresponding compliance/assurance programs; actively managing teams to meet program/project/activity milestones and deliverables that consistently achieve departmental quality and efficiency standards throughout the full project life cycle
  • Manages implementation of interim maintenance in Works contracts
  • Manages implementation of Maintenance and Rehabilitation Services contracts
  • Manages a diverse group of professionals, including project specialists and consultants to accomplish the goals of the agency within established scopes, schedules, and budgets 
  • Manages value engineering, risk assessment, life cycle costing, earned value and constructability reviews
What Skills and Qualifications Do I Need?
  • A University degree in Engineering and registration as a Professional Engineer in the Province of Ontario is strongly desired 
  • PMP certification is an asset. 
  • Progressive experience in operational/capital project management/implementation, including at least five years of experience managing large, complex, multi-year transit projects, preferably for rail transit maintenance and/or State-Of-Good-Repair (SOGR) delivery, including any of revenue vehicles, signalling and train control systems, communications systems, tunneling, trackwork, electrification, underground stations, storage and maintenance facilities, and related systems/interfaces.
  • Demonstrable experience leading, directing, motivating, mentoring, and performance managing employees/contractors in inspections, maintenance, repair, troubleshooting, or other general activities.
  • Knowledge of inspection, maintenance, and repair processes, protocols, standards, and quality assurance principles, including experience investigating and determining root causes relating to Reliability, Availability, Maintainability, and Safety (RAMS) events.
  • Skilled in rapidly researching, interpreting, and recalling relevant elements of bespoke contract documents, applicable law and regulations (e.g., Occupational Health and Safety Act, etc.), contractor plans and submittals, good industry practices, technical standards, bulletins, OEM/O&M manuals, etc., and skilled in integrating complex information and translating it into clear, concise, and persuasive written materials tailored for diverse stakeholders and objectives. 
  • Skilled in implementing and managing relational databases, large data sets, business intelligence and reporting tools, mass file handling and records management, low-code application development, process/workflow automation, etc., all with available tools 
  • Skilled in self-starting learning from available source documentation where needs arise
  • A valid Ontario Class ‘G’ driver’s license is required to travel to various site locations, meetings, operational facilities, etc.  Must meet and maintain the corporate standard for a good driving record.
  • Availability during non-working hours to direct and resolve emergency situations, as well as occasionally (estimated quarterly to semi-annually) to perform surveillance of contracted works during overnight Maintenance Windows.
