- Lead and manage large-scale IT projects from initiation to completion, ensuring timely delivery and adherence to scope and budget.
- Oversee development of project plans, schedules, milestones, and deliverables.
- Facilitate Agile ceremonies, sprint planning, backlog grooming, and daily stand-ups.
- Oversee SDLC activities, ensuring business requirements are translated into technical specifications.
- Monitor risks, issues, and change requests; develop mitigation strategies and contingency plans.
- Track project budget, scope, and performance metrics, reporting regularly to leadership.
- Coordinate cross-functional teams, vendors, and multiple project sponsors/stakeholders.
- Provide professional presentations, weekly status updates, and project reporting.
- Ensure compliance with State of Texas Project Delivery Framework and agency standards.
- 10+ years of project management experience across large-scale enterprise IT implementations.
- 10+ years managing project plans, risks, issues, scope, and budgets.
- 10+ years experience with SDLC processes, artifacts, and guiding technical translation of requirements.
- 10+ years overseeing Agile methodology, feature-driven sprints, and iterative delivery.
- Strong analytical, problem-solving, and risk management abilities.
- Excellent communication and stakeholder management skills, with experience presenting to executive leadership.
- Demonstrated success working with Texas State Agencies or similar government entities.
- Project Management Professional (PMP) certification – REQUIRED (proof may be requested).
- Experience with the State of Texas Project Delivery Framework (TPDF).
- Experience with State of Texas agency IT projects (minimum 5 years preferred).
- Experience with data warehouse applications and/or database reporting features.
- State procurement and contracting knowledge.
- Bachelor’s degree required.
- Authorized to work in the U.S. (no visa sponsorship available).
- Ability to work independently and collaboratively in a hybrid environment.
- Adaptability to shifting priorities and fast-paced government projects.
- Ability to communicate effectively with diverse audiences in both written and oral form.
- High attention to detail.
- Hands-on approach; willing to roll up sleeves and dive deep when needed.
