About the Department

Position Title: Program Leader (Internship)
Program: Capes Over Vapes (COV) – Community Innovation Grant
Department: Parks and Recreation
Term: August 2025 – May 2026
Annual Stipend: $2,309
Hourly Rate: $20.00/hour
Hours: Up to 115 hours per term (Average ~11.5 hours per month)

Powhatan County Parks and Recreation is seeking a motivated and dedicated Program Leader to support the implementation of "Capes Over Vapes" (COV), a grant-funded initiative made possible by the Virginia Foundation for Healthy Youth. This three-year project aims to tackle the critical public health concern of teen vaping by fostering healthy lifestyles, empowering youth through peer education, and providing engaging, vape-free social events.

Position Duties

  • Serve as a program leader and ambassador for the Capes Over Vapes initiative.
  • Attend all monthly program committee and event planning committee meetings.
  • Participate fully in all COV events (minimum of four per year between August and May), as well as any additional activities associated with the program.
  • Assist in organizing, promoting, and delivering program activities and events.
  • Represent the program at the Champion for Youth Summit in Reston, VA (May 4–6, 2026 – all expenses covered).
  • Collaborate with staff, program partners, and other youth leaders to achieve program objectives.
  • Maintain regular communication via email and/or other digital platforms.
  • Contribute ideas and feedback for program development, outreach, and engagement.

Minimum Qualifications

  • Computer proficiency and familiarity with various software applications.
  • Strong social media competency and the ability to create/facilitate digital outreach.
  • Excellent public speaking, communication, and interpersonal skills.
  • Ability to work independently as well as collaboratively in team settings.
  • Strong organizational skills and attention to detail.
  • Effective problem-solving skills.
  • Commitment to the mission of youth health and prevention.
