About the Department

Under general supervision, administers policies and procedures regarding employment at the college; maintains employee records and statistics, health, employee benefits, and retirement programs; develops and implements the career training for employees with the scope of policies and procedures and ensures that Mayland Community College's (MCC) personnel policies and procedures are in full compliance with state and federal employment law.

Position Duties

  • Advises and serves as resource staff to the President and the Board of Trustees on all matters affecting the writing, revision, implementation, and administration of MCC personnel policies, procedures, and guidelines. 
  • Advises and serves as resource staff to the President and the Board of Trustees on ensuring internal and external equity in the college's salary plan and administering the plan in accordance with state and policy mandates. 
  • Serves as chief personnel officer. 
  • Prepares yearly goals and objectives for budgeting and operational performance in Human Resources Services to insure operation within fiscal constraints. 
  • Administers the position classification system and approved wage and salary plans. 
  • Directs the College-wide performance evaluation program. 
  • Administers the college's health, retirement, employee benefits, and employee orientation programs.  Recommends carrier changes as needed, and conducts employee briefings on changes in benefits and costs. 
  • Administers the college's new employee orientation program for full-time faculty and staff during the fall and spring semesters. 
  • Processes and prepares all full-time staff and faculty contracts. 
  • Meets individually with MCC employees to answer questions concerning health, employee benefits, and retirement programs, and other personnel related issues on request.  Provides answers in written and oral form to MCC employees on personnel related issues as appropriate. 
  • Provides training for faculty and staff in personnel policies, salary and benefits plans, and other personnel topics as appropriate.  
  • Prepares correspondence and various reports pertaining to Personnel issues. 
  • Serves as facilitator in matters of law involving the College pertaining to Personnel issues. 
  • Maintains the hiring, recruitment, and selection process for all full-time and part-time positions. 
  • Coordinates development of advertising for position vacancies for all full-time and part-time positions. 
  • Generates all required EEO reports and analyses. 
  • Maintains records for all applicants, records statistics, documentation, etc. 
  • Maintains records and materials in the screening process for each screening committee for positions including producing interview schedules for both applicants and interviews. 
  • Maintains up-to-date status of each applicant including review dates and comments by interviewers. 
  • Process claims made by employees for Workers Compensation as a result of work-related injuries or illnesses. 
  • Communicates with Administrative Services regarding information required to process employee payroll, including data entry of all new hires. 
  • Maintains professional and technical knowledge by attending educational workshops and reviewing professional publications. 
  • Other duties as assigned by the President and/or Vice-President of Administrative Services.

Minimum Qualifications

Education: Bachelors degree

Experience: Five years of experience in personnel and human resource administration.
 

Other Qualifications

Experience in personnel and human resource administration within the community college system preferred.  Professional certifications in Human Resources preferred, i.e. PHR, SPHR, etc.
