Job Summary: About the Position: This position is located at Naval Medical Center in Portsmouth, Virginia. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. Cut-Off: Applications will be reviewed and referred for selection at periodic cut-off dates, specifically the 1st each of month.
Major Duties:
- Translating diagnostic and procedural phrases from the medical record into coded form.
- Interaction with the healthcare provider to ensure that the terms have been translated correctly.
- Use current International Classification of Diseases, Clinical Modification (ICD-CM), Current Procedural Terminology (CPT), the Center for Medicare and Medicaid Services (CMS) Healthcare Common Procedure Coding System (HCPCS) for coding.
- Code disease and injury diagnoses, acuity of care, and procedures in a wide range of professional services settings and specialties.
- Determine the primary diagnosis using the industry standard definition of the condition that occasioned the visit.
- Evaluate the order of diagnoses and procedures to provide maximum reflection of resource consumption for reimbursement.
- Assign ICD-CM code for each diagnosis addressed during the outpatient visit and for chronic diagnoses that may complicate the current episode of care.
- Use Current Procedural Terminology classification system for coding Clinical procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. GS-04 Grade-Level: General Experience: One year of general experience. General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled, such as: 1) Working knowledge of anatomy and physiology, major disease process, diagnoses, surgical procedures, tests, and pharmacology; AND 2) Assigning International Classification of Diseases, Clinical Modification (ICD-CM), Current Procedural Terminology (CPT) to diagnosis, procedures, and services; work may be reviewed. OR Education: Two years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. GS-5 Grade-Level: Specialized Experience: One year of specialized experience which includes: 1) Working knowledge of anatomy and physiology, major disease process, diagnoses, surgical procedures, tests, and pharmacology; 2) Assigning International Classification of Diseases, Clinical Modification (ICD-CM) to diagnosis, and Current Procedural Terminology (CPT) to each procedure performed in an inpatient or/and outpatient clinic setting; AND 3) Reviewing medical records for completeness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. GS-6 Grade-Level: Specialized Experience: One year of specialized experience which includes: 1) Working knowledge of anatomy and physiology, major disease process, diagnoses, surgical procedures, tests, and pharmacology; 2) Coding of medical records using International Classification of Diseases, Clinical Modification (ICD-CM), Current Procedural Terminology (CPT), the Center for Medicare and Medicaid Services (CMS) Healthcare Common Procedure Coding System (HCPCS); AND 3) Auditing medical records to assure they contain appropriate documentation to support the principal diagnosis, principal procedures, qualifying complications and co-morbid conditions used for the coding assignment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
