About the Department
Summary Objective
The purpose of this position is to supervise social service programs and advocates for the rights of clients. Consult providers, assess gaps in service, develop strategies, and create new departmental programs and services to meet the needs of the community.
This class works independently, under limited supervision, reporting major activities through periodic meetings.
Position Duties
ESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
• Refers citizens to governmental, community, and social service agencies for assistance.
• Designs and implements social service programs, strategies, services and policies to protect, promote, and address the needs of the community.
• Evaluates the effectiveness of youth service programs, and recommends improvements.
• Identifies issues and assesses the needs of clients in the work place, family relationships, medical, social service, and criminal justice system.
• Solicits the support and participation of individuals, social service, public health, criminal justice and community agencies to promote, develop and implement projects, events and programs.
• Coordinates activities with departments, professionals and governmental or community agencies in order to establish a coalition to advocate for citizen's rights and concerns.
• Attends meetings and community groups to provide information, answer questions and discuss concerns and issues regarding social service programs and services.
• Participates in task forces, committees, and coalitions organized to protect and promote the quality of life of clients.
• Researches, identifies and contacts organizations to obtain and share information on innovative methods and programs.
• Supervises the production and distribution of informational materials, brochures, and audio-visual displays.
• Prepares and presents educational and training programs to groups and organizations.
• Analyzes statistical data, researches and prepares comprehensive reports on program activities.
• Performs related work as assigned.
Minimum Qualifications
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
• Bachelor’s Degree in Counseling, Criminal Justice, Human or Social Services or related discipline.
• Three (3) years of social work; social, youth or community service; quality assurance, or program development and evaluation experience or an equivalent combination of education, training and experience.
OTHER MINIMUM REQUIREMENTS
• Must provide one's own source of transportation.
• Must possess and maintain a valid state driver’s license with an acceptable driving history.
PHYSICAL DEMANDS
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
• Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
