About the Department

The mission of the LSLBC is to protect the health, safety, and general welfare of the public dealing with those engaged in the contracting vocation; to afford such persons an effective and practical protection against the unlawful and fraudulent acts of contractors with whom they contract; and to maintain the integrity of the construction industry. Further, the Board shall monitor construction projects to ensure compliance with the licensure requirements of the statutes.

The Louisiana State Licensing Board for Contractors (LSLBC) is seeking two (2) skilled and strategic leaders to serve as the Licensing Analyst Supervisor - Enforcement Division. This position plays a pivotal leadership role in overseeing the administrative operations and investigative functions of the Enforcement Division. Reporting directly to the Licensing Analyst Director of Enforcement, the incumbent will supervise a team of Licensing Analysts, support investigative efforts across the state, and coordinate the preparation and presentation of cases for administrative hearings.

  • Leadership & Team Management: Ability to supervise, mentor, and evaluate a diverse team, while fostering strong performance and accountability.
  • Regulatory Expertise: An understanding of Louisiana Contractor Licensing Law or similar regulatory frameworks, with the ability to interpret and apply legal provisions.
  • Investigation & Case Management: Skilled in reviewing complaints, coordinating investigations, and compiling evidence for legal proceedings.
  • Communication & Public Speaking: Confident in presenting cases before a Board, preparing legal correspondence, and engaging with stakeholders.
  • Project Oversight & Coordination: Highly organized, with experience managing hearings, preparing meeting agendas, and tracking enforcement outcomes.
  • Technical Proficiency: Comfortable working with licensing and case management systems and supporting staff in their use.

Position Duties

Six years of experience in the issuance, maintenance, or reinstatement of licenses; OR

Six years of full-time work experience in any field plus three years of experience in the issuance, maintenance, or reinstatement of licenses; OR

A bachelor's degree plus three years of experience in the issuance, maintenance, or reinstatement of licenses; OR

An advanced degree plus two years of experience in the issuance, maintenance, or reinstatement of licenses.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Key Responsibilities

Administrative Hearings & Investigative Oversight (45%)

  • Coordinate and oversee investigations of alleged violations of the Louisiana State Contractor's Law.

  • Review and prepare cease and desist orders, investigative findings, and case files for administrative hearings.

  • Collaborate with field staff and legal counsel to prepare and present evidence packages at Residential and Commercial Board hearings.

  • Interpret licensing laws for contractors, attorneys, and public officials; assist with settlements and legal correspondence.

  • Monitor fines assessed by the Board and track compliance.

Team Supervision & Operations Management (45%) 

  • Supervise and evaluate Enforcement Licensing Analysts and other administrative staff within the division. 

  • Manage preparation of Board meeting materials, including agendas, minutes, and follow-up communications

  • Lead planning sessions, performance reviews, and staff training initiatives.

  • Ensure policy and procedural compliance across the division.

Provide operational leadership in the Director’s absence. Technology & Administrative Support (10%)

  • Manage the division’s case management system, including staff training and coordination with IT.

  • Identify and recommend technology improvements to support enforcement workflows.

  • Oversee equipment and supply needs and assist with administrative reporting and special projects

Appointment Type:   Probational

Compensation:  The salary offered will be determined based on qualifications and experience.
