About the Department

The Manager of Performance Data and Technology in the Office of Performance Management and Innovation (OPMI) will report to the Director of Data Strategy. They will manage the automated data systems that analyze, track, and improve performance, as well as oversee the implementation of the Open Data Strategy for data usage and sharing internally and externally. This position will be responsible for coordinating within and across departmental teams with the goal of completing projects quickly and efficiently. 

OPMI is a shared service between the MBTA and the Massachusetts Department of Transportation with a focus on using data to improve performance across all of the operating divisions. The office both works on long-term projects and responds to immediate requests.     

Position Duties

  • Manage the identification, creation, and integration of new data sources.
  • Oversee the ongoing development and maintenance of data storage solutions, including OPMI’s Research Server and MassDOT’s Enterprise Data Lake
  • Develop and oversee quality control efforts to ensure the accuracy of data and data processing procedures.
  • Manage and collaborate on technical projects ranging from building and maintaining performance systems using integrated datasets to automating recurring reporting processes.
  • Execute the open data strategy to share data across the Massachusetts Department of Transportation and with the public.
  • Serve as a point of contact for external researchers and other agencies who are interested in using MBTA/MassDOT data.
  • Serve as a point of contact/subject matter expert and resource to facilitate and assist department customers with skill building on data issues and projects for internal agency partners, including MassDOT’s Office of Transportation Planning  
  • Manage teams of analysts and interns on all of the above data efforts
  • Proactively identify project needs and manage the process to hire interns for specific skillsets.
  • Respond to each inquiry, whether from a customer, vendor, or co-worker in a professional and courteous manner
  • Perform all other duties and projects that may be assigned

Minimum Qualifications

  • Bachelor’s degree from an accredited institution in Urban Planning, Civil Engineering, Industrial Engineering, Data Science, Statistics, Applied Math, Computer Science, Public Administration, or related field.
  • Five (5) years managing data related projects
  • Demonstrated ability to lead a team and coordinate work in a fast-paced environment to deliver projects on time
  • Strong analytical skills with understanding of advanced data systems and architecture
  • Previous experience working with and integrating multiple disparate related data sources 
  • A background in database architecture and working knowledge of transit data sets and structures  
  • Interest in public transport, transportation, or public sector service provision
  • Advanced expertise using SQL for database manipulation.
  • Advanced expertise in R, Python, or other scientific computing language
  • Experience creating presentations in PowerPoint or other software for presentation in public meetings.
  • Effective communication skills in written and verbal formats 
  • Ability to provide internal and external customers with a courteous and professional experience

Other Qualifications

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor’s degree requirement. 
  • An Associate’s degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the Bachelor’s degree requirement. 
  • A Master’s degree in a related subject substitute for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
