About the Department

The Senior Payroll & Labor Analyst is responsible for the accurate preparation, documentation, and distribution of payroll via the payroll system. The payroll analyst will create and maintain multiple report applications used by the Authority. The ideal candidate will have demonstrated experience and ability to manage payroll processing, including maintaining related records, filing tax reports and voluntary deduction reports, preparing accounting transaction and updating procedures and special reports for management. This role is also responsible for reviewing the computation of pay and ensuring the company payroll policies are in accordance with applicable federal, state and local regulations.

Position Duties

  • Create and maintain MS Access Database by linking to the Commonwealth's Information Warehouse (CIW).
  • Provide ad-hoc biweekly payroll audit reports to the payroll staff.
  • Generate MS Excel spreadsheets, graphs charts and pivot tables from retrieved data.
  • Support all of the Deferred Compensation Plans administered by the Authority including but not limited to administrating contribution transmission, processing payroll, loan administration, account reconciliation and maintenance of computer records of the plan.
  • Calculate and distribute census reporting for the Authority.
  • Calculate and submit vouchers for payments of all payroll liabilities using CIW payroll database.
  • Ability to handle sensitive information as it relates to payroll and labor relations in a confidential manner.
  • Assists in identifying, analyzing and responding to changes in collective bargaining agreements and laws that affect the administration of payroll and programs.
  • Provide reports as requested to assist in determining the bargaining strategies.
  • Work with labor relations to calculate back pay.
  • Assist with system testing when new rules have to be created or any of the existing rules need to be modified.
  • Adhere to the rules, regulations, collective bargaining agreement and policies of the Authority.
  • Respond to inquiries from employees, vendors and or co-workers in a courteous and professional manner.
  • Perform all other duties and projects that may be assigned.

Minimum Qualifications

  • Bachelor’s degree from an accredited institution in Business Administration or related field.
  • Four (4) years of experience supporting the administration of retirement plans, account/data reconciliation, data analysis, and the extraction of large data sets and using MS Access to build reports using MS Excel, Power Query, Power Pivot, and pivot tables.
  • Payroll automation experience with PeopleSoft or other major payroll/HRIS/financial platform - transportation, nursing/medical, other areas with complex scheduling a plus.
  • Effective organizational, analytical, time management and multi-tasking skills.
  • Proficient with Microsoft Office skills including but not limited to Excel Power Query and Access.
  • Must effectively communicate with customers, MBTA and State Payroll teams, employees and vendors.
  • Ability to provide internal and external customers with a courteous and professional experience.
  • The ability to pass the MBTA Advanced Excel and Access tests.

Other Qualifications

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement. 
  • An associate’s degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
  • A master’s degree in a related subject substitutes for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.

Preferred Experience and Required Skills

  • Additional years of experience in payroll.
  • Experience with Commonwealth's Information Warehouse (CIW).
  • Experience with Tableau.
  • Experience working in payroll in the public sector.
  • Transportation, nursing/medical, other industries with complex scheduling.
  • Process design/redesign experience from program implementation at large diverse organization and/or consulting.
  • Data/financial analysis with large data sets, including reporting, visualizations, findings/recommendations.
