About the Department


The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner, is currently seeking an experienced, motivated Senior Policy Analyst to join its Policy and Archives Office within the Corporate Policy and Management Operations Division within the M-NCPPC Department of Human Resources and Management. 

This position will be responsible for conducting business process analysis, best practices research, and policy writing to help the office in its mission to promote effective organizational operations, fair employment standards, and public accountability.

The ideal candidate will possess the following technical competencies/skills:

  • Proven research skills to stay current on best practices and statutory and regulatory requirements.
  • Strong policy-writing skills and background, particularly in employment regulations.
  • Exceptional technical writing and analytical skills with acute attention to detail.
  • Demonstrated project management ability to ensure work is planned to meet tight deadlines and multiple priorities.
  • Ability to identify critical priorities and adapt to evolving organizational needs.

Position Duties

  • Performing complex research on diverse agency-wide issues such as corporate governance, employment, safety, ethics, finance, internal controls, and federal, state, and local regulatory requirements.
  • Evaluating and analyzing the implementation and impact of current corporate policies and standards (Merit System Rules and Regulations, Practices, Procedures, and Notices) and programs.
  • Proactively identifying concerns impacting the entire agency that require new or updated guidance, to ensure efficient operations, promote public accountability, support organizational needs, reflect best practices, and ensure regulatory compliance.
  • Coordinating and facilitating work groups with subject matter experts and all levels of management to review and reach consensus on complex issues and improvements to business processes.
  • Developing and advising management on well-reasoned recommendations to improve or implement corporate policies and programs through broad and relevant research.
  • Presenting formal, well-written policy proposals and providing comprehensive information for reviewers to easily understand the subject matter, action items, and background supporting proposals.
  • Developing timelines and project plans to ensure project completion within established timeframes.
  • Effectively communicating revised or newly adopted policies/programs through various media to ensure understanding and application.
  • Developing briefings and partnering with subject matter experts to conduct effective employee training.


Minimum Qualifications

1. Bachelor’s Degree in Business Management, Public Policy, History, Political Science, Psychology or any related field.
2. Four (4) years of progressively responsible experience that includes substantive work in the range of duties and responsibilities in this class specification.
3. An equivalent combination of education and experience may be substituted, which together total 8 years.

Other Qualifications


Please note: The salary range above represents this position's earning potential. The hiring range for this position will be $73,523 to $117,841, based on the candidate’s qualifications and experience.


This position will require travel to local facilities for meetings and presentations as needed. Late evenings/weekend work may be needed to meet deadlines. Sound judgment in determining when extra efforts are needed is essential to success in this role.
