WHO WE ARE LOOKING FOR
The Sales Tax Office within the Treasury Division is looking for an accountant who is an enthusiastic team leader with strong attention to detail and a commitment to delivering excellent customer service in a regulatory environment. A successful candidate will demonstrate effective communication across multiple platforms, including in-person conversations, email, phone calls, and formal written documentation with a wide range of audiences. Sales Tax staff work with confidential information and have direct access to the inner workings of local businesses. Given the nature of the work, professionalism and integrity are essential.
Experience leading projects or supervising staff is a plus, especially if you have mentored others or taken the lead on process improvements. This role requires someone who can balance detailed analytical work with day-to-day team coordination. We are also looking for someone with an adaptable mindset who embraces technology and is open to modernizing business processes. WORKING HOURS AND LOCATION
This position works (Monday through Friday) 8am – 4:30pm. Your office would be located in downtown Juneau on the first floor of City Hall. Some fieldwork, including travel to local businesses, is expected periodically.
Position Duties
As the Sales Tax Supervisor, you will work closely with the Revenue Officer and the Sales Tax Office team to support local merchants in complying with Juneau’s sales tax regulations. Your responsibilities will include verifying confidential documents to ensure accurate business registration and compliance with reporting and remitting requirements for general sales, hotel and motel, tobacco, alcohol, and marijuana taxes. You will also coordinate with the Business Personal Property Appraiser to review property declarations and with Treasury staff to confirm merchant payments.
You will interact regularly with merchants and the public in both formal and informal settings. This includes responding to general tax inquiries, offering guidance on specific tax situations, analyzing tax returns, educating merchants on code requirements, and performing in-depth audits.
This position also serves as the working supervisor for the Sales Tax Office. You will provide daily support and oversight to one professional accountant and one accounting technician. Your duties will include assigning tasks, managing workloads and deadlines, reviewing work for accuracy, and offering feedback. You will participate in hiring and training, conduct performance evaluations, and help improve internal procedures that increase team efficiency and accuracy.
Examples of specific duties include:
- Respond to merchant inquiries, both in person and via phone or email, regarding the proper implementation of the Sales Tax Code. You will make determinations on the taxability of merchant transactions after reviewing their transactional documentation.
- Analyze merchant returns for compliance errors and omissions. Examine merchant filing histories using information in the sales tax database and develop statistical reports for comparative analysis. Determine the level of consistency, possible accuracy of the information reported, and the need for further examination.
- Identify potential compliance issues and develop questionnaires to gather more information. Review responses and all supporting documents to better understand each case. Use sales tax rulings, policies, code, and relevant court decisions to determine how to resolve problems.
- Inspect merchants’ records. Develop basic desk audit plans and procedures. Contact the merchant; identify records to be reviewed; audit various and basic accounting systems and records at the merchant’s place of business; analyze and interpret financial records of merchants to determine the accuracy of the tax reporting procedures; prepare appropriate work paper records.
- Advise merchants regarding improvements in the merchant’s recordkeeping; prepare written audit reports; present and explain audit results to merchants; maintain a complete record of all audit activities.
Minimum Qualifications
Education: Associate’s degree in finance, Accounting, or a related area of study.
Substitution: Any combination of experience and/or education (ie. post-secondary related courses, occupational endorsement/certificate) that provides the applicant the knowledge, skills, and abilities typically gained in an associate’s degree in finance, Accounting, or related area. *Applicants must provide documentation with their application to support how they meet the substitution criteria.
AND
Experience: One (1) year of professional level experience as a Sales Tax Compliance Accountant I or an Accountant I with the City & Borough of Juneau or equivalent elsewhere.
OR
Two (2) years of expert technical work as an Accounting Technician III with the City & Borough of Juneau or the equivalent elsewhere.
Substitution: A Certified Public Accountant may substitute for the required experience.
