BACKGROUND AND UNIT SUMMARY

HR Operations (HRDSO), which is part of HR Employment Policy, Compensation and Systems, currently operates in Washington, DC, and Chennai, India. 

HRDSO provides centralized HR shared services to the World Bank Group and is an integral component of streamlined HR service delivery to its client base, which includes managers, staff, dependents, and retirees.  To this end, the Operations Team is continually seeking to improve the way HR Services are delivered to clients.  These services include being the front line for providing consultation on HR policies and procedures via telephone, email, or virtual consultations, as well as administration of HR transactions.  The team collaborates closely with other key partners, including Payroll, Tax, Global Mobility, Information Technology, and the wider HR community. 

To ensure effective administration of HR Policies and processes, the Benefits Administration team in HR Operations - Chennai, mandates the following work program.

The Benefits Administration function in HR Operations, Chennai, has two teams – 1. Insurance & 2. Compensation and Benefits. The Insurance team handles end-to-end Insurance enrollment, changes / continuation and termination of Insurance for Active staff and Retirees. The Compensation & Benefits team is responsible for advising staff on policy related to HR Benefits and processing of Benefits for Active staff & Retirees, Expatriate Benefits, Salary Increase, allowances, Termination Benefits etc.

DUTIES AND RESPONSIBILITIES:

HR Analyst will report to the HR Specialist, Benefits Administration - HR Operations, Chennai, and must have a proven record of Subject Matter Expertise on all Benefits related policies and procedures to be able to guide the processing team and to respond to highly complex issues requiring policy and staff rule interpretation.

•Provide Tier 2 level support responding, both orally over telephone and in writing by email to complex queries and sensitive issues. Plan and lead recurring ad hoc activities and periodic reconciliation activities within the benefits team.

•Build the capability of the team by training, coaching on HR Policies, processes, and procedures and providing guidance to the team in handling exceptional / complex scenarios.

•Work collaboratively with other HR teams like RST, Global mobility, Disability to understand the big picture in solving complex client queries.

•Apply root cause analysis to diagnose technical problems and proposes solutions to rectify problems consistently and accurately. Consult with relevant Center of Expertise (Coe) when unable to resolve complex issues personally, articulating issues and proposing possible options and implications.

•Collaborate with CoE teams, Payroll, Pension, Global Mobility, Tax and HR Business Partners to ensure satisfactory resolution of cases requiring escalation, exception, or waiver.

•Contribute to policy development providing feedback on the need for, as well as implementation of revised HR policies.

•Provide support to audit and accounting functions to validate accuracy of pre-payment information as needed. This includes synthesizing data, performing quality checks, and creating error-free deliverables.

•Perform case reviews, quality audit of cases and provide feedback as required to team members.

•Contribute to development of Level 2 technical documentation as needed.

•Exercise a high level of integrity, confidentiality, and discretion in handling sensitive HR information.

•Support the team lead on compensation issues, and work on a variety of special compensation projects as need.

•Play a key role in all HRDSO’s continuous improvement initiatives representing the team as a Subject Matter Expert.

•Drive continuous improvement using end to end project management methodologies.

•Partner with HR Technology and ITS in finding system solutions to issues and to support with testing, implementation & monitoring of system enhancements.

•Supports projects within HRDSO and Provide inputs and support to process improvement initiatives in HRDSO as needed and propose recommendations for increasing client / user satisfaction.

Selection Criteria

•Master’s Degree with concentration in business administration, management, human resources, behavioral sciences, or other related fields with minimum 2 years of experience or equivalent combination of education and experience.

•Experience in a shared services/HR service delivery environment.

•Demonstration of WBG core and HR functional competencies at the respective grade level with particular emphasis on Knowledge of HR policies, practices, and systems.

•Strong analytical and research skills.

•Organizational and time management skills with demonstrated attention to detail and ability to prioritize tasks.

•Strong computer skills with knowledge of Microsoft office applications.

•Experience with transactional work and ability to present information clearly, concisely, and compassionately both orally and in writing.

•Excellent client service skills with demonstrated creative problem-solving skills.

•Must be able to manage multiple priorities and work well under pressure.

•Flexibility to work HR Operations hours as defined

•Ability to articulate functional and technical requirements and objectives and translate those into solutions.

•Ability to determine functional processes / priorities based on the requirements of the business and quickly adapt an approach for change.

•Ability to effectively communicate service delivery issues / recommendations to management both within and outside of the Chennai team.

•Knowledge of Excel, PowerPoint, HR systems and Statistical tools are preferred.

•Ability to work with large amounts of data: analyzing facts, figures and number crunching.
