VPU Context:
The South Asia Region (Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka) is at a crucial stage of development. Rapid economic growth, driven by urbanization and demographic dividend, has brought down poverty rates, but severe forms of exclusion and disparities based on ethnicity, caste, and gender remain. Rapid growth has also come with congestion and pollution in cities. South Asia is also significantly affected by changes in temperature and extreme weather events. Additional challenges are that South Asia as a whole is underperforming in exports, has large informal sectors and low female labor force participation rates. All these challenges must be addressed to secure rapid economic growth in coming decades. Private sector led growth, focused on investments in infrastructure, energy, logistics, skills and cities are essential to generate the jobs needed to employ South Asia’s sizeable youth population. At the same time, the region needs to continue building human capital so that South Asia’s population is well equipped for the jobs of the future.
The Social Development Global Practice (SD GP) helps countries tackle deep rooted social problems stemming from fragility, climate change, exclusion, and the digital age with people centered solutions that build on local values and institutions. The GP engages with citizens, communities and governments to deepen resilience, build inclusion, and empower vulnerable and marginalized groups to have influence and voice. The GP prioritizes participatory, multi-sectoral approaches that build on norms and informal institutions to address social challenges and to build more inclusive, empowered communities. It also works across the Bank’s portfolio to implement the Environment and Social Framework (ESF) standards and strengthen inclusive development.
SD Units in the South Asia region (SAR): The SAR region has two SD units (SSAS1 and SSAS2) which are responsible for: (i) undertaking social analysis during project preparation and implementation, to mainstream social development and inclusion issues throughout the Bank’s work in the region; (ii) ensuring compliance with the Bank’s social safeguards policies on Involuntary Resettlement and Indigenous People and the implementation of the ESF; (iii) undertaking Advisory Services and Analytics in the form of thematic studies on social development issues, country social analysis, and Reimbursable Advisory Services; (iv) leading the preparation and supervision of lending operations that promotes inclusion of vulnerable groups including women and youth; and (v) facilitating partnerships and dialogue with civil society through outreach and engagement.
The SD GP team in India is responsible for: (i) undertaking social analysis during project preparation and implementation to mainstream social sustainability and inclusion issues throughout the World Bank’s (WB’s) work in India; (ii) ensuring compliance with the WB’s social safeguards policies and the implementation of the ESF; (iii) undertaking analytics in the form of thematic studies on social development issues; (iv) leading the preparation and supervision of lending operations that promotes inclusion of vulnerable groups including women and youth; and (v) facilitating partnerships and dialogue with civil society through outreach and engagement. A key responsibility of the group is to provide professional expertise and operational support to other GPs to implement the World Bank safeguards policies and the ESF to deliver sustainable development results that ensure that any adverse impacts of WB interventions are limited and mitigated and to promote opportunities for social inclusion and benefit sharing.
The India Gender and Social Inclusion Advisory Services and Analytics (ASA) team under SSAS2 provides evidence-based recommendations to the Government of India and state governments to enable reforms and investments that can help close key gender and inclusion gaps in the country. Some of the key activities include strengthening the government's policies to advance women's workforce participation, particularly by supporting India's Ministry of Women and Child Development in preparing a National Care Policy and Programmatic Framework and safety guidelines for mobility and WWHs; providing technical support to the women-led enterprises agenda; curating knowledge on women-led climate adaptation and mitigation solutions; providing technical assistance to a few central government funded programs working to strengthen data systems and capacity of local institutions for tribal welfare; and providing portfolio support to Bank operations, specifically on gender tagging, deep dives to increase women's participation in key sectors, select analytical work, and gender knowledge events.
Duties and accountabilities:
An Extended Term Consultant, to be based in New Delhi, India is being recruited to help support the India Gender and Social Inclusion ASA. The ETC will report to the SSAS2 Practice Manager.
Duties & Responsibilities:
The ETC will be responsible for supporting the India SD portfolio. More specifically, s/he will:
• Support and in some cases lead analytical and advisory work under the India Gender and Inclusion ASA in close coordination with the Task Team Leader of the Platform.
• Support the development of the research design for evaluation of the Childcare model in Haryana and other states as a part of the ASA’s engagement with states and Early Learning Partnership (ELP) Global Childcare study.
• Support the platform team in development of research protocols for the ASA’s research engagement under the Umbrella Facility for Gender Equality (UFGE) in enhancing outcomes for women led enterprises.
• Support and contribute to SD’s ongoing and future analytical and operational program in India on topics such as community led development (CDD), tribal development, women’s enterprises, the care economy, and the social dimensions of climate change.
• Support client dialogue and collaborative relationships with a wide range of partners in the donor community, civil society, private sector, and academia with regard to pertinent social development issues.
• Support the Platform team as needed in analysis of secondary data and review of literature for other working papers, high level policy dialogues, op-eds and events around gender and social inclusion.
• Provide inputs to the Platform team as required from time to time for meetings and other documents.

Selection Criteria
• Advanced university degree (Master’s) in a relevant social science discipline (e.g., social anthropology, sociology, human geography, political science, social policy, etc.) or other related discipline.
• A minimum of two years of working experience in social sustainability, social risk management, gender, and social development in the context of development projects, including specific experience working on the above-mentioned topics in India.
• Established track record of delivering high quality analytical work.
• Experience on monitoring and evaluation systems.
• Team orientation with proven ability in managing complex tasks as part of multi-disciplinary teams.
• Ability to operate in a multi-cultural environment, manage multiple tasks, identify and respond to needs as they arise, and remain flexible and self-motivated in a dynamic, fast-paced work environment.
• High level of energy, initiative and self-motivation; willingness to travel extensively.
• Excellent communication skills with demonstrated ability of making effective presentations to diverse audiences.
• Fluency, excellent communications and writing skills in English are essential.
