The Program Analyst shall analyze existing US military and Republic of Singapore (RoS) defense and capability requirements, identify/assess alternative sustainment and enhancement strategies, provide recommendations, and assist in defining requirements for future programs. Ensure information in the SAF/IA partner capabilities database for assigned programs, countries or regions is current. Assist and support the SAF/IA Country Director for the RoS with program management, to include monitoring of training, exercises, personnel exchanges, security assistance programs, FMS key leader engagements in the US and overseas, provide coordination throughout the Department of Defense (DoD) on policy, FMS, and security cooperation. Assist and support the SAF/IA Country Director in defining, tracking, analyzing, reporting, and advising on major aspects of current and future FMS program with the Government of Singapore.
Essential Job Function:
- Provide input, as tasked by SAF/IA senior leadership, Division Chief/Deputy Chief, and the SAF/IA Country Director, to USAF Security Cooperation Enterprise stakeholders including the AF Life Cycle Management Center (AFLCMC) and various USAF Weapon and System Program Offices for action and response to the RoS, the Government of Singapore/Ministry of Defense and Air Force.
- Develop a key essential personnel contact list with names and contact information for US inter agency and the Republic of Singapore Air Force (RSAF), the Singapore Embassy, and the Singapore Acquisition (Defense Science and Technology Agency (DSTA)personnel involved in aviation FMS case development and execution.
- Assist and support the SAF/IA Country Director with briefings, point papers, background information, political-military analysis and other documentation correlated with Singapore Security Cooperation for use by senior Department of the Air Force (DAF), Indo-Pacific Command (INDOPACOM), and SAF/IA leadership.
- Analyze and track current and future RSAF training/construction/ weapons/defense capabilities acquired through both FMS and DCS channels and assess life cycle interoperability and product support impacts.
- Prepare official correspondence, Staff Summary Sheets (SSS), briefings, status reports, and Congressional Notification packets in paper and/or electronic format as required.
- Prepare, manage and maintain databases for RoS FMS Case Program Status Reports, and Letters of Request / Letters of Offer and Acceptance (LOA) for presentation to senior USAF, the Government of Singapore/Ministry of Defense and Air Force and Air Defense personnel, as required.
- Input, track, and update existing electronic databases of regional or country LOAs and capabilities.
- Assist in preparations for senior executive formal and informal FMS meetings, to include developing briefings on key topics and researching databases for status of action item accomplishment.
- Draft official correspondence, briefings, status reports, and armaments cooperation agreements in paper and/or electronic format as required.
- Support SAF/IA Division Chiefs, Branch Chiefs and Country Directors at conferences, meetings, logistics/program/financial management reviews (L/P/FMR), in both the US and the Republic of Singapore in conjunction with all currently implemented and prospective RoS programs.
Requirements
- Bachelor’s degree with a desired emphasis in an International Affairs curriculum.
- Current, active SECRET Security Clearance.
- Four (4) years of experience performing DAF Foreign Military Sales (FMS) case development, programming, and implementation which includes experience with DoD acquisition policies, laws, regulations, and guidance.
- Knowledge and general understanding of DAF roles and missions.
- Knowledge and general understanding of security cooperation, international affairs, security assistance, foreign military sales to include the processes, legislation, and players.
- Knowledge of: DODI 1315.20, Military Department Foreign Area Officer Programs; CJCSI 3126.01, Language and Regional Expertise Planning; DAFPD 16-1, International Affairs; AFI 16-109, International Affairs Specialist Program; DAF Global Partnership Strategy.
- Knowledge of U.S. Export Control laws, regulations, and procedures.
- DSCA Security Assistance Management Manual (SAMM).
- Experience using the Security Cooperation Information Portal (SCIP).
Desired Qualifications
- Singapore or Asia-Pacific FMS experience highly desired.
- International Traffic in Arms Regulations (ITAR) and US Government National Disclosure Policy (NDP).
- Industry and their relationship to the FMS process.
- Demonstrated successful performance in FMS Case development, programming and implementation.
- Fluency or Proficiency in Mandarin, and Singapore and/or regional culture familiarity.
