About the Department
The Parent Child Health Program (PCH) in Public Health – Seattle & King County’s Community Health Services (CHS) division is recruiting for a career service Public Health Nurse position at Midway & Federal Way Health Center. The Public Health Nurse works in a variety of settings including clinics (in person and via telehealth), patient homes, and community settings. The Public Health Nurse is responsible for implementing the WA First Steps Program which includes Maternity Support Services (MSS) & Infant Case Management (ICM) programs, by providing direct services to individuals and groups from a culturally and linguistically diverse population. This program focuses on improving prenatal, postpartum & infant health outcomes through individualized multidisciplinary assessment, health education, limited behavioral health counseling and crisis intervention, and care coordination and referrals. Performance of duties may be autonomous and self-directed, while rooted in a multidisciplinary team approach. Ideal candidates incorporate trauma-informed principles and culturally relevant nursing knowledge. Community Health Services assures the provision of clinical health care services in King County through policy and planning work with partners and through the direct provision of clinical services. Community Health Services include parent-child health services, preventive and primary care services, oral health, homeless health care, youth health services, integrated behavioral health services, outreach, WIC, refugee services, Access and Outreach, Black Community Equity Team, Children's health services, Dental clinics and other resources, Sexual and reproductive health, Emergency Medical Services, Food insecurity screening, Health insurance, Health services for the homeless, Immunization, Public Health Centers, Resources for child care facilities, School health and Teen health, and pharmacy services. The First Steps program serves individuals and families with diverse backgrounds and needs at a variety of Public Health and community locations, including client homes. The program functions as a multidisciplinary team comprised of Dietitians, Public Health Nurses, Community Health Workers, and Social Workers. The First Steps program provides health education, case management, referrals, and service linkages to qualifying individuals with Medicaid coverage to promote pregnancy, birth, and early childhood health outcomes.

Position Duties
- Approach all services and interactions with clients, the public, and co-workers from a foundation of equity and social justice.
- Implement First Steps Services according to Washington Health Care Authority (HCA) guidelines for a diverse population of pregnant individuals, postpartum individuals & infants, as part of a multi-disciplinary team.
- Provide services in the clinic and at alternate sites as desired by the client.
- Provide supportive direct services and case management to clients, including but not limited to assessment of needs, health status, and intimate partner violence; care planning; health education; and referral. Engage clients in their care and care plans.
- Provide services to minimum of 8 clients per day. Document these services in compliance with detailed program requirements & timelines.
- Obtain appropriate client documents prior to providing care. Document assessments and interventions in Epic Electronic Health Record. Follow HIPAA regulations and established Public Health medical records policies.
- Work collaboratively as part of a team with other disciplines and programs in public health and the community.
- Provide reproductive health education and pregnancy options counseling, including referrals for obstetric care, adoption, and termination, as desired.
- Identify and intervene in crisis/emergency situations.
- Coordinate with supervisor regarding daily activities and priorities, according to program and site needs.
- Participate in quality assurance activities such as chart reviews.
- Provide occasional training and orientation to staff and students.
- Other duties as assigned.
Minimum Qualifications
Requirements
- Bachelor's degree in nursing science or a graduate level nursing degree of MSN, DNP or PhD from an accredited school of nursing.
- Washington State Registered Nurse (RN) license or valid Registered Nurse multistate license (MSL) from a participating Nurse Licensure Compact state.
- Health care provider Basic Life Support (BLS) certification. (CPR/AED HeartSaver courses do not meet this requirement.)
- Washington state driver's license or ability to travel to sites within the county with limited or no public transportation.
- Background check.
Desired qualifications:
- WIC and First Steps (MSS/ICM) or perinatal care experience.
- Commitment to equity and racial justice principles and serving clients with cultural humility.
- Knowledge of public health nursing principles and processes; human systems; infectious disease management and control; health care system structure and function.
- Knowledge of adult learning and health education techniques and principles.
- Ability to prioritize and organize work while meeting deadlines; flexibility and ability to adapt to changing work environment.
- Ability to travel and work at other locations.
- Ability to perform nursing assessments and successfully engage clients in a plan of care.
- Ability to work in homes and community settings without on-site supervision.
- Ability to develop and maintain therapeutic relationships with culturally and socio-economically diverse populations.
- Ability to provide reproductive health education, services, and community outreach.
- Ability to work independently in a fast-paced environment, and demonstrate attention to detail, provide crisis intervention, and use problem solving skills.
- Ability to work with a variety of computer programs including but not limited to the Microsoft Office Suite and electronic health records.
- Bilingual/multilingual.
Work Schedule: This is a 1.0 FTE (40 hours/week) Career Service opportunity. It is subject to the Fair Labor Standards Act and overtime eligible. Work schedule is currently 8:00 am to 5:00 pm, Monday through Friday - may include occasional Saturdays based upon clinic hours and needs; and may be required to work outside of these hours.
Work Location: The primary work locations will be at the Midway & Federal Way Public Health Centers. The Midway site is located at 26401 Pacific Highway South Des Moines, WA 98198 and the Federal Way site is located at 33431 13th PL S, Federal Way, WA 98003. The candidate may work in the field and at various King County Public Health Centers and satellite offices based on business need. The candidate must have the ability to travel to sites throughout King County. There is no telecommuting with this position.
