About the Department

The Motor Vehicle Services Manager is responsible for the management and coordination of motor vehicle and driver license operations, titling and registration of motor vehicles, and driver license and identification services. The objective of this position is to perform a variety of functions and diverse leadership roles on a routine basis, including performance management for a team of Motor Vehicle Supervisors, Leads, and Specialists. This is a highly visible position requiring exceptional leadership, organizational, and communication skills. The Motor Vehicle Services Manager is responsible for oversight of responsibilities within the motor vehicle and driver license offices, coaching and supervision of staff; creation and enforcement of policies, procedures, maintaining compliance with regulations, and creation and execution of strategic and tactical plans for conducting business effectively and efficiently as directed by the Deputy Director. This position reports to the Deputy Director of Motor Vehicle and coordinates with and assists other Clerk and Recorder Divisions as needed.

Position Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Supervises staff including coordination of schedules, assigning and reviewing work, performance evaluation, and professional development.
  • Supports and/or participates in hiring and onboarding employees and succession planning.
  • Assigns, directs, and supervises activities of assigned staff, ensuring adherence to Colorado Revised Statutes, as well as established policies, procedures, and standards. 
  • Oversees the quality and accuracy of the services provided to citizens, coordinating entities, community partners, and other County departments, including:
    1. Vehicle titling and registration
    2. Disability placards
    3. Salvaged vehicles
    4. Fleet and Dealer services
    5. Issuing Colorado Driver Licenses and Identification Cards
    6. Driver history information requests
    7. Collecting revenue for state and local jurisdictions
    8. Customer service – in person, phone, mail, email, online, and paperwork drop box
  • Responsible for staff professional development and career progression.
  • Consults with and advises Motor Vehicle leadership and staff on opportunities related to training and development of personnel; supports Motor Vehicle Training team as needed.
  • Responsible for oversight of Communications Center, coordinating internal and external strategic communications, and providing responsive communications in support of Motor Vehicle and Driver License core services. 
  • Collaborates with Clerk and Deputy Director of Motor Vehicle to create strategic plans, develop and manage budget, problem solve, and achieve established goals of the Division and of the Office of Clerk and Recorder.
  • Acquires and maintains a highly technical working knowledge of relevant laws, regulations, policies, standards, and motor vehicle and driver license operations procedures. 
  • Creates, revises, and maintains standard operating procedures to perform role specific functions. 
  • Implements and oversees quality assurance measures to ensure processes and procedures are tested to evaluate for potential improvement and accuracy. 
  • Supports continuous improvement initiatives in conjunction with Deputy Director of Motor Vehicle by conducting assessments, performing process and procedure analysis, and identifying opportunities for improvement; analyzing results and using continuous improvement tools to identify and implement change. 
  • Assumes overall responsibility for the maintenance, storage, and/or destruction of Motor Vehicle records in accordance with record retention guidelines. 
  • Attends professional development and training as assigned.
  • As a matter of practice, collaborates with Clerk and Recorder Administration to facilitate personnel matters.
  • Provides support for escalated problem resolution.
  • Performs Branch Supervisor duties as necessary. 
  • Provides customer service in person, online, and via telephone. 
  • Assists staff with accounting functions of the office.
  • May support in opening/closing procedures for offices.
  • Lives out the Vision, Mission, and Core Values of the Office of Clerk and Recorder, maintaining a supportive environment conducive to teamwork.
OTHER DUTIES: 
Performs other duties as assigned. 
  • Will assist Clerk or Deputy Director as required. 
  • Will provide support across Divisions as business needs arise. Crosstrain as needed to support Continuity of Operations Plan (COOP).
  • Responsible for scheduling across all branches in cooperation with branch supervisors, including daily schedule and leaves of absence.
  • Accountable for inventory of plates, tabs, forms and supplies.
  • Coordinates with Clerk and Recorder Administration on requests for additional State equipment as well as acquisition and maintenance of County equipment.
  • Assumes responsibility for historical preservation and maintenance, storage and/or destruction of motor vehicle and driver’s license records and inventory for which the County Clerk is responsible.

Minimum Qualifications

EDUCATION and/or EXPERIENCE:   

  • Bachelor’s Degree in Public Administration, Business Management, or another relevant field preferred.
  • Two years of management/supervision experience required; three years preferred
  • Two years of experience in motor vehicle preferred
  • A combination of experience and education may be considered. 

CERTIFICATES, LICENSES, REGISTRATIONS:
  • Must have and maintain a valid Class “C” Colorado Driver’s License and complying Colorado Insurance. 
  • US citizenship required.
  • Registered Voter of Colorado.
  • Must pass state and/or national criminal background check annually.
  • Must pass fingerprinting test.
  • Must pass and maintain Criminal Justice Information System testing and certification.
