About the Department

The Environmental Compliance Officer will be responsible for managing the environmental review, permitting and compliance elements associated with MBTA's capital program. The selected candidate will be responsible for acquiring all state and federal environmental approvals necessary for capital construction and infrastructure projects. The selected candidate will also monitor on-going construction projects for compliance with all permit conditions and all applicable state and federal environmental regulations.  

Position Duties

  • Perform field review and field inspections of ongoing construction projects to ensure compliance with permits and environmental regulations.
  • Assist with management of the environmental review and permitting program for capital construction projects.
  • Work with Capital Delivery staff to meet conditions of state (MEPA) and federal (NEPA) environmental reviews, as well as reviews and approvals pursuant to state and federal historic preservation requirements.
  • Assist with compliance with all environmental permits needed for infrastructure projects, including but not limited to wetlands and waterways permits, endangered species approvals, historic resource issues, soil management issues and any other applicable state or federal environmental regulatory approvals.
  • Interact with all applicable environmental agencies to assure compliance with all environmental regulations, with an emphasis on performing work in wetlands and natural resource areas, proper handling of soils and contaminated materials during construction, and compliance with historic regulations.
  • Review and make recommendations for site specific and system-wide environmental compliance on the Authority's capital construction projects.
  • Assist with environmental permit and approval close out (at completion of projects) to document that all project mitigation and/or requirements have been met.
  • Perform all other duties and projects that may be assigned.

Minimum Qualifications

  • Bachelor’s degree from an accredited institution in Civil or Environmental Engineering, Engineering Sciences, Environmental Planning, Environmental Management. Wetland Science, Biology or other related field.
  • Three (3) years professional experience in the environmental field with a focus on the regulations and requirements related to environmental compliance as normally associated with a large or active transportation or infrastructure projects.
  • Demonstrated experience in construction oversight.
  • Demonstrated experience in compliance with NEPA as well as Section 106 of the NHPA.
  • Demonstrated experience in wetlands and natural resource conservation approvals.
  • Demonstrated ability to comprehend and supervise compliance of environmental laws and regulations relative to natural resource protection, soil management or historic preservation.
  • Experience working with large-scale infrastructure design plans and specifications.
  • Strong computer skill including the following: Adobe, Outlook, Microsoft Office programs, (Word, Excel, PowerPoint, and Access).
  • Experience with Geographical Information Systems (GIS) and other relevant mapping systems.
  • Ability to work seamlessly with other departments within the MBTA as well as external groups such as state and federal agencies, municipal governments as well as outside consultants and contractors.
  • Strong analytical writing skills are essential; oral presentation skills are a significant plus.
  • The ability to work with government and regulatory agencies.
  • Excellent oral and written communication skills.

Other Qualifications

  • A high school diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement. 
  • An associate’s degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
  • A master’s degree in a related subject substitutes for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one (1) year of experience.

Preferred Experience and Skills

  • Five (5) years of demonstrated experience in the environmental field with a focus on the regulations and requirements related to environmental compliance as normally associated with a large or active transportation or infrastructure projects.
  • Additional years of demonstrated substantive permitting and public construction experience.
  • Wetland Scientist, LEED AP, or Envision certifications.
