About the Department
The City of Eustis is seeking a trustworthy, responsible individual who, under direction, performs a wide variety of responsible technical and office administrative risk management support functions, including providing information and assistance to staff and insurance administrators; files claims, maintains risk management records, and researches and compiles a variety of reports; performs special projects and provides responsible and complex technical and administrative support. The employee works with considerable independence and initiative within established policies and procedures.

Position Duties
- Performs the full range of risk management support work;
- Acts as the point of contact for safety, workers’ compensation, liability, and property insurance;
- Develops, implements, and maintains programs for workplace safety, risk reduction, and emergency preparedness through training and other initiatives;
- Reviews and processes all workers’ compensation, property damage, and liability incidents. Reviews data for trends and recommends corrective action or preventative measures where indicated. Conducts investigations of on-the-job incidents, including workers’ compensation, and reviews reports of injuries/property damage to determine their cause and recommend corrective actions;
- Consults with claims adjusters and/or medical representatives to resolve problems with on-the-job injuries, recurring illnesses, and return to work restrictions;
- Works in conjunction with insurance brokers/consultants, insurance agents, third-party administrators, attorneys, insurance adjustors, etc., in the investigation, defense, and settlement of claims to minimize costs and losses;
- Develops, implements, and oversees claims, including claims review/processing and recovery of expenses paid as a result of damage to City property;
- Reviews and verifies certificates of insurance for City properties and develops standards for leases, special events, and facility use contracts and agreements to ensure proper coverage and/or risk transfer;
- Identifies, analyzes, and controls exposure to loss for current and proposed facilities, programs, and activities. Provides programs and training to eliminate or minimize losses;
- Prepares forecasts of insurance and other risk management costs for budget and planning purposes;
- Attends depositions, mediations, hearings, and trials on behalf of the City;
- Organizes, schedules, and chairs the City’s Safety Committee and other related employee committees as deemed necessary; Reviews minutes of previous meetings before disseminating;
- Represents the City as a PRM Property and Casualty alternate board member. Attends quarterly board meetings and annual conference;
- Conducts site visits and proactive safety inspections of City facilities/operations as necessary;
- Interprets, applies, explains, and ensures compliance with Federal, State, and local laws and regulations, and City policy concerning risk management programs;
- Receives visitors, telephone calls, and emails, providing a high level of customer service to both external and internal customers; provides information to City staff, other organizations, and the public, requiring the use of judgment and the interpretation of policies, rules, and procedures;
- Processes and monitors workers’ compensation claims and serves as the primary point of contact for injured employees, resolving problems, complaints, and issues, as needed;
- Provides technical expertise, information, and assistance regarding general liability insurance functions;
- Acts as part of the HR Team and assists in the planning and coordination of employee recognition events and the annual Health and Benefits Fair;
- Maintains a risk continuity book, ensuring that it contains up-to-date information on step-by-step procedures for processing claims and other responsibilities of the position;
- Assists with public records requests and subpoenas on behalf of the City;
- Assists in the development or improvement of policies, regulations, and procedures, including the City’s Personnel Rules and Regulations;
- Performs other related duties, as assigned.
- Assists the City in the preparation for and aftermath of a major emergency such as a hurricane or other storm or disaster, as needed;
Minimum Qualifications
Knowledge, Abilities, and Skills:
Knowledge of relevant laws, regulations, and safety standards; knowledge of Human Resources practices and procedures; knowledge of customer service principles; knowledge of federal, state, and local laws, rules, regulations, and court rulings affecting workers’ compensation; knowledge of computer applications, including spreadsheets, databases and word processing; knowledge of business English, punctuation, mathematics and spelling
Ability to apply rules, regulations and policies to particular personnel situations; ability to write clear and concise reports, memoranda and other correspondence; ability to use computers and software applications; ability to establish and maintain effective working relationships with employees, supervisors and managers, benefit carriers and administrators; ability to communicate effectively, both orally and in writing to diverse groups; ability to provide a high degree of customer service; ability to troubleshoot, research and resolve customer problems; ability to organize and pay accurate attention to detail; ability to maintain confidentiality; ability to remain at a city work shelter, before, during and after a hurricane or other storm or disaster, if asked
Skill in the operation of basic office equipment, including a computer.
Minimum Qualifications:
A Bachelor’s degree in Risk Management, Insurance, Industry/Safety Engineering, or a closely related field, and a minimum of two years of responsible experience in risk management is required. A combination of education and relevant experience may be considered. Experience in municipal or county risk management preferred. Must have a valid Florida Driver’s License with an acceptable driving record.
Working Hours:
Monday through Friday, 8:00 am to 5:00 pm.

Some light physical effort is used in this position. Requires sitting for long periods; frequent walking, standing, climbing, stooping, reaching, bending; good finger/hand dexterity and hand/eye coordination; good eyesight, hearing, and speech; working in adverse environmental conditions periodically; regular driving of a vehicle.
Salary Information:
$25.6424 to $38.4090 per hour ($53,336.10 - $79,890.81 annually); EXCELLENT benefits (Note: Benefit information is posted on city website at www.eustis.org, or call Human Resources at 352-483-5472). Applicants should expect a starting salary of $25.6424 per hour. Only applicants with the most job-related qualifications will be selected for interview and further consideration. Additional consideration may be given to applicants with more extensive education, training, or experience. Final candidates will be subject to skills testing, including spelling, math, grammar, Microsoft Word, Microsoft Excel, customer service, and typing (minimum 35 CWPM). Final candidates may be required to pass a drug test and will be given a conditional offer of employment contingent upon satisfactory results of a thorough background check, including criminal history.
