About the Department
This position announcement will be used to fill a Full-Time, Permanent, Safety-Sensitive Urban Roads Superintendent position within the Highways Administration Division of the Department of Public Works. This is responsible managerial work in a highly-urbanized Public Works road district.
NATURE AND VARIETY OF WORK
Work involves responsibility for planning, organizing, and supervising the operations and activities of the County's largest and most highly urbanized road district in circumstances which affect the technical complexity and supervisory responsibilities of the post as compared with others.
Work includes responsibility for supervising directly or through subordinates a very large staff of skilled, semi-skilled, unskilled, and clerical employees engaged in the maintenance, repair, and limited construction of roads, storm drains, and related facilities.
Work includes making final inspections of work on roads, storm drains, and related facilities and the submission of findings and recommendations; meeting with individuals or representatives of communities to discuss and resolve road, drainage, easement, or related complaints.
Work is performed with considerable independence in accordance with established policies and procedures and is evaluated through inspections, conferences, and review of reports.
Position Duties

Plans, organizes, and supervises road, storm drain, and related facilities maintenance, repair, and limited construction in a very complex road district.
Develops budgets and work plans for the district operations and investment.
Supervises directly or through subordinate foreman a very large-sized staff of skilled, semi-skilled, unskilled, and clerical employees engaged in road district activities.
Develops and implements equipment and preventative maintenance programs.
Supervises the requisitioning, storing, issuing, and stock control of roadway maintenance materials and supplies.
Performs related work as required.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of the methods and techniques of managing and supervising a public works road district operation.
Thorough knowledge of the materials, equipment, and related items required in road, storm drain, and related facilities maintenance repair, and limited construction, and of work hazards and precautions.
Considerable knowledge of modern engineering and surveying principles and practices.
Ability to plan, organize, and supervise the operation of a complex Public Works road district and the repair and maintenance of related facilities.
Ability to assign, train, and supervise the work of a very large-sized staff of skilled, semi-skilled, and unskilled employees in a manner conducive to full performance and high morale.
Ability to establish and maintain effective working relationships with county officials, subordinates, contractors, and the public.
Ability to communicate effectively, orally and in writing.
Minimum Qualifications
Education: Graduation from high school, supplemented by college-level course work in civil engineering or a related field.
Experience: Four (4) or more years managerial experience in road and storm drain maintenance, repair, and limited construction activities.
Additional Requirements: A valid non-commercial Class C motor vehicle operator's license.
Note: If you do not possess the college level courses in civil engineering or a related field, you may substitute this with skilled work in road and storm drain maintenance, repair, and limited construction activities in addition to the required four (4) or more years experience.
NOTE: This position is Safety Sensitive and employees in this position are subject to Controlled Dangerous Substance (CDS) and Alcohol Testing.
Other Qualifications
Preference will be given to applicants who possess the following:
1.) Experience in managing snow removal operations to include deployment of contractors.
2.) Experience with environmental compliance to include knowledge of stormwater regulations for new development and National Pollutant Discharge Elimination System (NPDES) compliance.
