About the Opportunity 
The City of Hillsboro currently serves about 85,000 residents with drinking water. In addition, Hillsboro is the managing agency for the Joint Water Commission, a partnership with City of Forest Grove, City of Beaverton, and the Tualatin Valley Water District. The JWC jointly owns a water treatment plant, large storage tanks, and many miles of large transmission lines. Hillsboro is unique in that it’s a small town that manages large assets and has exciting opportunities for project inspection. This position will inspect a wide range of projects including waterline replacements, subdivisions, industrial buildings, multi-family housing, water treatment plant upgrades, and pump replacements. The principal function of an employee in this class is to perform routine technical activities in project support and construction inspection. Responsibilities, as assigned, include gathering, compiling and/or analyzing data for engineering projects; conducting and survey projects; reviewing engineering drawings and plans; maintaining databases; providing customer service; performing field inspections; and testing equipment for operability.
 
 
Job Duties & Responsibilities
The primary focus of this position is to perform construction inspection for Developer projects for the Water Department. Including, but not limited to, the following:

  • Reading & understanding construction plans and enforcing the City's Design and Construction Standards.
  • Maintain daily construction activity logs with sufficient detail to track project activities, materials, schedule impacts, and costs; record materials on site and installation dates, and work performed to support progress payment and change order analysis.
  • Provides support for Capitol Improvement and Developer Projects, including Cathodic Protection Asset installation/testing, GPS data collection, field investigations, standby inspections, project planning and design.
  • Supervise the flushing, hydrostatic testing & disinfection of newly installed water lines following the procedure in the City's Design & Construction Standards.
  • Identifying and resolving construction-related problems, conflicts, or discrepancies that may arise during the project. Applying problem-solving skills, critical thinking, and effective communication to address challenges and ensure successful project outcomes.
  • Performs field inspections, reviews quality issues, conducts various studies and observations and gathers data; reports findings and provides recommendations on compliance issues and project status; tests equipment and provides information on equipment requirements.
  • Prepares, updates and maintains reports, correspondence, agendas, maps, work orders, forms, and/or brochures.   Attends meetings, provides information updates and may perform community outreach.
  • Responds to concerns and requests for information from staff, contractors and the general public; gathers, researches and analyzes plans, specifications, documents and related records and provides feedback and project status information, as required.
  • Documents, prepares and/or updates reports, processes, procedures, workflows, graphics, maps, templates, instructions, logs, and/or other technical documentation.
  • Works on special technical projects as assigned and performs other duties of a similar nature and level as assigned.

Knowledge Of:
  • Construction methods, materials and equipment used in properly installing facilities;
  • Basic surveying principles;
  • Standard specifications; and
  • Proper spelling, grammar, punctuation, and writing practices.

  • Read and interpret plans and specifications and to prepare material lists;
  • Detect flaws in construction methods and materials;
  • Make accurate mathematical computations;
  • Deal effectively with those contacted in the course of work;
  • Understand and carry out written and oral instructions;
  • Maintain accurate and complete records;
  • Travel to alternative work locations and off-site meetings; 
  • Drive a vehicle.

Acceptable Experience and Training
Associate’s degree in Civil Engineering, Construction Engineering, Geographic Information Systems, or a closely related field; and, based upon assignment, 2 years of journey level experience in drafting, office and field inspection engineering, surveying work, Geographic Information Systems, and/or data/computer analysis related to area of assignment; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
 
Required Certification 
  • Cross Connection Specialist certification (within 1 year)
