This position is part of the team launching Transition Projects’ new overnight Southeast Grand Recovery Shelter, opening soon in Portland. The shelter will provide a safe, recovery-oriented environment that supports stability, structure, and rest for individuals in recovery. We’re seeking team members who are passionate about helping others and eager to be part of building a new program from the ground up.

POSITION DESCRIPTION

Position:                    Southeast Grand Recovery Shelter Manager

Supervisor:                Director of Shelter Services

Location:                    Southeast Grand Recovery Shelter (636 SE Grand Ave Portland, OR)

Hours:                        Flexible schedule required to support an overnight shelter program; some evening, overnight, or weekend hours may be needed based on operational needs.

Starting Salary:          $71,020-$76,320 salary, DOE

Eligible for Language Differential

Classification:           Exempt, Benefits Eligible, Full-Time

 

GENERAL RESPONSIBILITIES

Oversee the operations of the Southeast Grand Recovery Shelter, an overnight accommodation shelter providing a safe, recovery-oriented environment for adults who would otherwise be sleeping unsheltered or in unsafe conditions. The program offers stability, structure, and a respectful space that supports participants in maintaining recovery and safety. Ensure consistent, high-quality operations and adherence to agency policies and procedures.

 

SPECIFIC RESPONSIBILITIES

  1. Oversee daily operations of the Southeast Grand Recovery Shelter, ensuring safe, high-quality, and participant-centered programming.
  2. Maintain a safe, welcoming, and well-supplied facility; coordinate maintenance, repairs, and safety management, including oversight of maintenance staff and facility systems.
  3. Supervise shelter staff, including hiring, training, scheduling, performance management, and timecard approvals in Paycom.
  4. Develop, implement, and uphold shelter policies, procedures, and house rules consistent with agency standards and contract requirements.
  5. Promote a trauma-informed, empowering environment that supports participant dignity, rights, and self-determination.
  6. Collaborate with internal departments and community partners to coordinate services and ensure participant needs are met.
  7. Partner with Development staff to oversee volunteers and ensure proper handling of donations.
  8. Facilitate or oversee regular House Meetings and maintain positive neighborhood and community relations, including participation in Neighborhood Association meetings and adherence to Good Neighbor Plans.
  9. Monitor budgets, expenditures, and reporting requirements; ensure timely and accurate submission of data, narratives, and outcomes.
  10. Provide rotational weekend “Supervisor On-Call” coverage for agency programs and assist with Severe Weather shelter operations as needed.
  11. Participate in agency-wide meetings, initiatives, and continuous program improvement efforts.
  12. Perform other duties as assigned.

 

PERFORMANCE REQUIREMENTS

Each Transition Projects employee must:

  1. Acquire First Aid/CPR/AED certification within 30 days of hire and be retested biannually thereafter throughout employment.
  2. Complete Bloodborne Pathogens and Narcan Training within 30 days of hire and be retested annually thereafter throughout employment.
  3. Demonstrate reliability by being present for work as scheduled, arriving and leaving on time and taking breaks in expected time frames.
  4. Interact effectively with persons of diverse ethnic backgrounds, religious views, cultural backgrounds, and sexual orientations and treat each individual with respect and dignity.
  5. Attend agency and program staff meetings.

 

PHYSICAL/MENTAL REQUIREMENTS

The physical and mental demands described here are representative of those that must be met by an employee, with or without accommodation, to successfully perform the essential functions of this job.

  1. Hearing and vision adequate for interaction with participants, interaction with staff and interaction with the general public.
  2. Hearing adequate for telephone work. Vision adequate for close work.
  3. Hand and finger dexterity adequate to operate standard office equipment.
  4. Ability to walk, bend, stand, sit, reach, stoop, pull, squat, kneel, climb stairs and ladders
  5. Sitting at a desk completing paperwork and working on a computer for lengthy periods.
  6. Ability to perform CPR and other emergency life-saving care with the assistance of teammates until emergency responders arrive.
  7. Ability to lift 50 pounds.

 

MINIMUM QUALIFICATIONS

The right individual for this position is resourceful and innovative, a strong leader, has a passion for helping others, and is able to deal with difficult situations in positive and constructive ways. This position also requires the following qualifications:

  1. Bachelor’s degree + 3 years of experience in social services (at least 1 year management preferred) -OR- 5 years of experience in social services (at least 2 years management preferred)
  2. Experience managing and developing shelter or residential programs, including policies and procedures preferred.
  3. Available to be on-call and responsive to program needs.
  4. Ability to operate programs that uphold participant dignity, rights, and empowerment.
  5. Strong communication skills and experience representing the organization to partners, funders, and community stakeholders.
  6. Skilled in preparing reports, proposals, and ensuring contractual compliance.
  7. Collaborative leader with knowledge of case management, substance use, and mental health issues.
  8. Proficient in Microsoft Office and other standard computer applications.
