About the Department
The City of Sioux City’s Utilities Department has a rare opening for a Utility Inspector position. Under general direction of the Underground Utilities Superintendent, performs utility inspections to ensure new construction work and repairs are completed in accordance to applicable City Codes; performs related work as required.
Special Required Licenses & Certifications:
- Class A Commercial Driver's License (CDL) with airbrake and tanker endorsement within 6 months of hire. A Commercial Learner’s Permit (CLP) MUST BE PRESENTED AT THE FIRST DAY OF EMPLOYMENT.
- Must be able to obtain the Iowa DNR Grade I Water Distribution Certificate within 30 months and an Iowa DNR Grade II Water Distribution Certificate within 42 months of the date of hire.
Required Minimum Qualifications:
Graduation from standard high school or GED equivalent supplemented by two (2) years of work experience in utility related employment such as drafting, surveying, inspection or plumbing contractor work or any combination of experience and training which provides the required knowledge, skills and abilities.

Our employees are required to reside within (30) thirty miles of the City of Sioux City limits which extends to other states; Nebraska and South Dakota.
Because this is a Civil Service position, qualified applicants will partake in a Written Examination.
This position works Monday through Friday from 8:00 am to 4:30 pm.

Position Duties
- Reviews, inspects and records new construction work and/or repairs on water services, storm sewers and sanitary sewer service lines.
- Insures that materials and procedures used are in compliance with established specifications, Uniform Plumbing Code and city codes.
- Takes measurements and construct drawings of projects as planned and completed.
- Reviews and verifies that proper permit(s) has been issued for the project.
- Determines proper location of street and curb cuts and proper backfill procedures.
- Maintains records of inspections; file water and sewer permits.
- Reviews and interprets construction plans and documents.
- Uses personal computers to identify measurements, projects and plans and to confirm permit history.
- Records water and sewer disconnects.
- May assist in training new or other employees.
- Maintains good public relations through courteous and prompt attention to all citizen requests for services.
- Maintains regular and punctual attendance and working hours.
- Regularly lifts and/or up to 25 pounds and occasionally lifts up to 50 pounds.
- Expected to temporarily perform duties outside of normal classification in the event of a declared emergency. In the event that an employee is excused from work other than being sick, they will be required to report to work in a state of declared emergency.
Minimum Qualifications
Job Knowledge: Job requires a good working knowledge of utilities construction methods, materials and procedures and the ability to interpret and apply them in a fair and impartial manner. The ability to schedule and achieve multiple tasks in sequence. Knowledge of hydrology. Ability to construct accurate drawings of work as completed. Knowledge and ability to interpret plans and drawings and relate to actual construction. A working knowledge of, and the ability to maintain, effective public relations while appropriately enforcing ordinances and regulations.
Language Ability and Interpersonal Communication: Requires effective communication skills and the ability to provide effective and courteous assistance to customers (external and internal). Requires the ability to speak clearly, distinctly and effectively with fellow employees and the general public; read in English and compare similarities and differences between words and series of numbers; apply common sense understanding to the work process, procedures, pro-grams and services; and to follow verbal and written instructions. Ability to establish and maintain an effective working rapport with city officials, fellow employees, contractors, and the general public.
Physical Requirements: The employee frequently is required to use hands and fingers to handle and feel; reach with hands and arms; and taste or smell. Ability to quickly move hands, hands together with arms, or two hands to grasp, manipulate, or assemble objects, ability to exert muscle force repeatedly or continuously over time; this involves muscular endurance and resistance to muscle fatigue, ability to use abdominal and lower back muscles to support part of the body repeatedly or continuously over time with-out 'giving out' or fatiguing, ability to quickly and repeatedly bend, stretch, twist, or reach out with your body, arms, and/or legs. Regularly lifts and/or up to 25 pounds and occasionally lifts up to 50 pounds.
Work Environment: While performing the duties of this job, the employee is regularly exposed to outside weather conditions. The employee is frequently exposed to wet and/or humid conditions and moving mechanical parts. The employee is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually loud.
