About the Department

Performs skilled inspectional work to ensure compliance with the City of Bloomington’s zoning ordinances, property maintenance codes, and related municipal codes. Responsibilities include the inspection of residential, commercial, and multi-family structures to promote safe, healthy, and compliant neighborhoods through property maintenance code enforcement, zoning code enforcement, and community engagement.

Work involves field inspections of a wide variety of property types—residential, commercial, multi-family dwellings, rooming houses, and other structures—to identify zoning violations, property maintenance violations, and potential safety concerns. Duties include issuing violation notices, maintaining inspection records, preparing reports, and providing follow-up to secure compliance. The position also involves collaboration with internal departments and external agencies, and interaction with property owners, tenants, contractors, and the general public. 

Position Duties

  • Inspect and re-inspect residential, commercial, and multi-family properties for compliance with municipal property maintenance codes, zoning regulations, rental registration codes, and related ordinances. 
  • Review site conditions, land use, signage, and structural alterations to ensure compliance with zoning ordinances and advertising sign code. and the Advertising Sign Code 
  • Respond to and investigate complaints related to property maintenance and zoning code violations, including overgrown vegetation, illegal signage, accumulation of debris, and unlawful land uses. 
  • Issue notices of violation, prepare written orders for compliance, and follow up to ensure issues are resolved within designated timeframes. 
  • Maintain accurate inspection records, reports, correspondence, and photographic documentation of violations. 
  • Collaborate with departments such as Development Services, Fire, Police, Legal, and Public Works to resolve complex zoning and property maintenance code cases. 
  • Assist in the enforcement of City programs such as the Rental Registration Program and Neighborhood Preservation Program. 
  • Participate in community outreach and provide education to property owners and tenants regarding property maintenance and zoning standards. 
  • Testify in administrative hearings or court proceedings, as necessary, to support enforcement actions. 
  • Identify and refer residents in need to social services or community assistance programs, when appropriate. 
  • Attend professional development training(s) and obtain certifications relevant to code enforcement and zoning practices. 

Minimum Qualifications

General Skill Levels:
Ability to:

  • Interpret and apply zoning and property maintenance codes accurately. 
  • Conduct thorough field inspections and identify zoning and property maintenance code violations effectively. 
  • Communicate technical and regulatory information clearly, both orally and in writing. 
  • Maintain professionalism and composure in challenging or adversarial situations. 
  • Manage a large caseload efficiently and prioritize tasks. 
  • Work collaboratively with staff, officials, property owners, and the general public. 
  • Operate City vehicles and possess a valid Illinois driver’s license. 
  • Operate computer systems used for inspection documentation and case tracking. 
  • Occasionally lift or move items weighing up to 25 lbs. 
  • Work in both an office setting and outdoors in all weather conditions. 

Education/Experience:
Required:
  • High school diploma or equivalent 
  • Equivalent combinations of education, training, and experience may be considered.  
Preferred:
  • Two years of college-level coursework in urban planning, construction technology, public administration, criminal justice, or a related field. 

Certificate or Licenses:
Must obtain the following certifications within 12 months of hire: 
  • International Code Council (ICC) Property Maintenance and Housing Inspector 
  • ICC Zoning Inspector Certification 
  • International Residential Code (ICC) Certification

  • Work is generally performed within an office and indoor environment, but with routine inspections conducted outside of the office setting. Exterior inspection activities may take place in dusty, moist or humid conditions and in a range of temperatures. Work requires driving to other locations in the City as well as visits to outdoor sites.
